About this opportunity
FEMA seeks multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for comprehensive Disaster Overseas Transportation Support (DOTS) services covering American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands, with Phase II proposals due June 5, 2026 and questions due April 24, 2026. This is a women-owned small business (WOSB) solicitation with one award reserved for a small business concern; up to three contracts will be awarded with a minimum guaranteed value of $3,000 per contract.
Place of performance spans CONUS ports, Hawaii, and the three Pacific island territories, with the FEMA Distribution Center at Barrigada, Guam serving as the primary receiving location. Services encompass containerized and breakbulk cargo movement, drayage, cross-docking, container staging yards, warehouse storage, ocean transportation, expedited air transport, stevedoring, equipment leasing (reefer containers, chassis, ISO tanks), and commodity pre-positioning to support Initial Response Resources post-disaster.
The base performance period runs August 2, 2026 through August 1, 2027, with two optional one-year periods. Contractor must achieve Initial Operational Capacity within 48 hours of task order award, maintain 24/7 operations, handle a minimum 2,000 containers monthly, and maintain up to 500,000 square feet of combined warehousing across multiple facilities. At proposal submission, offerors must demonstrate access to minimum 500,000 square feet of secured, covered warehouse space. The prime offeror or major subcontractor (5% performance share) must own U.S. Flag vessels with coastwise endorsement, certified by U.S. Coast Guard Certificate of Documentation at task order award, per Merchant Marine Act cargo preference requirements.
Evaluation occurs in two phases. Phase I (due May 15, 2026) assesses demonstrated experience; Phase II (due June 5, 2026) evaluates technical capability, management approach, assurance plans, past performance, and price. Demonstrated Experience examples must show minimum $10 million completion value per example within the last ten years. Non-price factors combined carry significantly greater weight than price. Large business offerors must submit subcontracting plans with overall small business goals of 47%, including separate goals for Service-Disabled Veteran-Owned Small Business (5%), HUBZone (3%), Small Disadvantaged Business (5%), and Women-Owned Small Business (5%). NAICS code is 48311, Deep Sea, Coastal, and Great Lakes Water Transportation; PSC is V115, Transportation/Travel/Relocation—Transportation: Vessel Freight. Amendment 0001 issued May 6, 2026 incorporated questions received and updated section E.6.
