About this opportunity
The United States Marine Corps seeks disassembly and relocation of a McDonnell Douglas AV-8B Harrier II aircraft (Bureau Number 165588) from Marine Corps Air Station Yuma, Arizona to the National Museum of the Marine Corps Museum Support Facility in Dumfries, Virginia, with proposals due September 7, 2026 (extended from September 7 to September 8 at 11:00 AM Eastern Time due to federal holiday). This is a total small business set-aside; only certified small businesses are eligible.
Work involves two line items under firm-fixed-price terms. Line Item 0001 requires disassembly at MCAS Yuma and transportation to MCAS Cherry Point, North Carolina, for restoration by Fleet Readiness Center East within eight weeks of contract award. Line Item 0002 requires transportation of the disassembled aircraft from MCAS Cherry Point to NMMC in Dumfries, Virginia, by April 1, 2027. The overall period of performance runs September 15, 2026 to April 1, 2027.
The aircraft will be disassembled into at least ten major pieces (fuselage, wing, horizontal stabilizer, vertical stabilizer, and six palletized inert ordnance items). The contractor must provide all blocking, bracing, cribbing, custom cradles, and DOT-compliant cargo securement. Personnel must hold commercial driver's licenses, NCCCO certifications (crane operators and riggers), and valid base access security vetting. The contractor must provide Commercial General Liability, Motor Truck Cargo/Inland Marine, and Riggers Liability insurance with $500,000 coverage per occurrence naming the U.S. Government as certificate holder. Service Contract Labor Standards wage determinations apply at all three locations. The Government will perform pre-award demilitarization and provide technical documentation and aircraft repositioning. Award is anticipated on or about September 14, 2026. Evaluation is lowest price technically acceptable. The NAICS code is 484230 with a $24 million size standard; PSC code is V112.
