About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking telecommunications infrastructure installation services for the Director's Quarters at 611 Willow Road in Menlo Park, California. The project involves directionally boring up to 200 linear feet and installing underground conduit, coaxial cabling, weatherproof boxes, and all required services and materials to prepare the residence for future COMCAST internet connectivity. This is a task order proposal request that is restricted to contractors who were previously awarded a Veterans Integrated Service Network 21 (VISN 21) Multiple-Award Construction Contract (MACC) from Network Contracting Office 21 (NCO 21). The evaluation will focus on determining fair and reasonable pricing for the proposed work. Key dates include a mandatory site visit on July 23, 2025, Request for Information submissions due by July 30, 2025, and final proposal submissions due by August 15, 2025.

This opportunity is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a small business size standard of $45 million under NAICS code 236220 for Commercial and Institutional Building Construction. No specific award values or budget ranges are disclosed in the solicitation materials, though contractors must provide detailed cost breakdowns across multiple divisions including General Requirements, Existing Conditions, Communications, and Earthwork categories. The project is expected to be completed within 20 workdays after Notice to Proceed (NTP) is issued. The work will be performed at the VA Palo Alto Health Care System Menlo Park Division in West Menlo Park, California. Only pre-qualified contractors holding existing VISN 21 MACC awards are eligible to compete, significantly limiting the pool of potential bidders for this telecommunications infrastructure enhancement project.
