About this opportunity
Air Mobility Command seeks a Director of Protestant Music Ministries and accompanist for Dover Air Force Base Chapel, with proposals due October 9, 2026 at 11:00 AM. This is a 100% small business set-aside (NAICS 711130, size standard $15 million).
Place of performance is Dover, Delaware. The contractor must provide 164 hours annually, comprising one weekly rehearsal (minimum one hour), one weekly worship service (minimum one hour), 30 minutes pre-service setup, one quarterly meeting (maximum one hour), and approximately 30 hours for special services and training across the 52-week year. The base contract period runs November 1, 2026 through October 31, 2027, with four one-year option periods available through October 31, 2031.
Minimum qualifications include two years of experience leading, planning, and executing music in Protestant congregational worship settings; proficiency in acoustic guitar with ability to lead congregational singing and play from chord charts; active, practicing Protestant membership verified by current pastor or church leadership letter dated within 60 days; and piano proficiency is highly preferred but not required. Contractors must clear Criminal History Background Check, Installation Records Check, and Common Access Card procedures. Relatives of supervisory chapel staff or persons with conflicts of interest are ineligible.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology across two factors: Price and Technical Acceptability. Technical evaluation comprises three subfactors: (1) Experience—resumes demonstrating minimum two years leading music in Protestant congregational worship with guitar proficiency and documentation of good standing; (2) Contractor's Approach—cover page demonstrating knowledge of Protestant services, conflict resolution capability, and volunteer choir-building ability (25-page limit, 12-point font); and (3) Audition—in-person performance October 13–14, 2026, featuring five musical pieces (contemporary, liturgical, gospel, cantering, and offeror's choice prelude/postlude), each graded pass/fail, with failure on any piece resulting in technical rejection.
The incumbent contractor is Holmes Steffi M under Contract FA449721P0020. Contracting Officer is Gabrielle DiMaio (gabrielle.dimaio@us.af.mil, 302-677-2185). Q&A and Amendment 3 were posted October 6–9, 2026. Proposals must be submitted via email with pricing for all base and option line items and technical proposal as separate documents.
