About this opportunity

The United States Marine Corps Systems Command (MCSC) has issued a Request for Information (RFI) to conduct market research on Direct Current (DC) Load Bank production capabilities. The DC Load Bank will be used for electrical load testing of a Lightweight Energy Storage System featuring a Lithium-Ion 6T battery and Lightweight DC generator. Vendors must demonstrate their ability to meet threshold design criteria including providing up to 2.4 kW load at 28VDC (with 22-30 VDC adjustability as an objective), operating in extreme temperatures ranging from -25°F to 125°F, achieving an IP65 rating, weighing less than 44 lbs, and utilizing a NATO Slave Receptacle power connection per STANAG 4074. Respondents must submit cost estimates, production timelines, facility descriptions, past performance examples demonstrating cost, schedule, and performance management capabilities, and identification of any supply chain vulnerabilities. The RFI response deadline is March 20, 2026 at 12:00 PM Eastern Time, with submissions required as PDF attachments via email to anthony.fennell@usmc.mil.

This opportunity is designated as a Total Small Business set-aside, making it available exclusively to qualified small business entities. Vendors must provide cost estimates for both 10 Low-Rate Initial Production (LRIP) units to be delivered to West Bethesda, Maryland, and 400 total production units for delivery to Albany, Georgia, along with estimated production timelines for each phase. Respondents must also identify any design criteria they cannot meet and indicate their eligibility for SBA disadvantaged business programs. This RFI is classified under Product Service Code 6150 (Miscellaneous Electric Power and Distribution Equipment) and NAICS Code 22 (Utilities). Importantly, this is a market research inquiry and does not constitute a binding solicitation or guarantee that the Government will proceed with procurement; all submissions become Government property and will not be returned, with no reimbursement provided for response costs.
