About this file
This is a Request for Information (RFI) issued by the Marine Corps Systems Command (MCSC) to conduct market research on Direct Current (DC) Load Bank production capabilities. The RFI number is M67854-26-I-5310, posted February 17, 2026, with a response deadline of March 20, 2026 at 12:00 PM Eastern Time. Responses must be submitted via email to anthony.fennell@usmc.mil as PDF attachments. The RFI is classified under Product Service Code 6150 (Miscellaneous Electric Power and Distribution Equipment) and NAICS Code 22 (Utilities). This is not a binding solicitation and does not indicate the Government will take procurement action.
MCSC seeks information regarding industry capacity to produce a DC Load Bank for electrical load testing of a Lightweight Energy Storage System with Lithium-Ion 6T battery and Lightweight DC generator. Vendors must provide cost estimates for 10 Low-Rate Initial Production (LRIP) units and 400 total production units, estimated production timelines to West Bethesda, Maryland (for LRIP) and Albany, Georgia (for production), facility and infrastructure descriptions, past performance examples demonstrating cost, schedule, and performance management, and identification of supply chain vulnerabilities. The system must meet threshold design criteria including providing up to 2.4 kW load at 28VDC (with 22-30 VDC adjustability as objective), operating in extreme temperatures (-25°F to 125°F), IP65 rating, weighing less than 44 lbs, and utilizing a NATO Slave Receptacle power connection (STANAG 4074). Vendors must also identify any design criteria they cannot meet and indicate if they qualify for SBA disadvantaged business programs. All submissions become Government property and will not be returned; no reimbursement will be provided for response costs.

Introduction
This Request for Information (RFI) initiates market research under Federal Acquisition
Regulation Part 10.002(b)(2)(iii). This is NOT a Request for Proposals. NO FINAL
SOLICITATION DOCUMENTS EXIST AT THIS TIME. This RFI does not constitute a commitment, implied or otherwise, that the Marine Corps Systems Command (MCSC) will take procurement action in this matter. The Government will not be responsible for any cost incurred in furnishing this information.
In support of finding a solution for electrical load testing for the United States Marine Corps, MCSC is soliciting information regarding industry's capacity to produce a Direct Current (DC)
Load Bank. We request concise product descriptions detailing capabilities, as well as examples of current load bank products.
General Background
The DC load bank is a new Marine Corps requirement that emerged from fielding a Lightweight
Energy Storage System with a Lithium-Ion (Li) 6T battery and the Lightweight DC generator.
Request for Written Responses
Responses from interested vendors shall submit their PDF Document as an attachment via email to anthony.fennell@usmc.mil no later than 20 Mar 2026, 12:00 PM Eastern Time Zone, for consideration. No industry day is planned.
Cover Page of RFI response should include the following:
1. Business Name
2. Business Address and Manufacturing location
3. Business Size (see Vendor Survey question #4)
4. Point of Contact Name
5. Phone Number
6. Email Address file:///C:/Users/anthony.fennell/AppData/Local/Microsoft/Windows/INetCache/Content.Outlook/PQ1LYVC2/anthony.fennell@usmc.mil
Vendor Survey for Direct Current Load Bank
MCSC is requesting respondents answer the following Vendor Survey questions:
1. Provide a cost estimate for producing a DC Load Bank described in the "Design Criteria" section of this RFI. For estimating purposes, assume 10 Low-Rate Initial Production (LRIP) models and a total production of 400 units. List cost separately for production and LRIP units.
2. Estimate the length of production time (Months) from contract start to delivery of LRIP articles to West Bethesda, Maryland.
3. Estimate the length of production time (Months) from delivery order start to delivery of production equipment to Albany, GA. Identify monthly production capacity.
4. Does your organization qualify as a Small Business Administration (SBA) 8(a) Program, Historically Underutilized Business Zones (HUBZone) program, Service-Disabled Veteran-
Owned Businesses, Small Disadvantaged Businesses, Small Business, or participant of the government Ability One Program as defined by the Small Business Administration? If so, identify the status.
5. Describe your facility and infrastructure as it relates to support material storage, manufacturing, and production.
6. Provide up to three examples of past performance that demonstrates your capability to manage
Cost, Schedule, and Performance.
7. Identify any supply chain vulnerabilities in materials, components and/or other resources.
8. MCSC assumes responding vendors can successfully meet most of the design criteria provided; therefore, please identify which design criteria's you cannot meet at this time.
NOTE
This RFI is issued for the purpose of determining market capability of sources and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote
(RFQ) or an indication that the Government will contract for any of the items or services contained in this notice. No final solicitation document exists. Responses shall not include classified or proprietary material. Information with Classified, "Proprietary", "Confidential", or other markings limiting distribution will not be reviewed. Responses to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests.
Information or statements contained herein are not binding upon the Government. All submissions become Government property and will not be returned.
DESIGN CRITERIA
The Marine Corps has fielded multiple systems that are required to be load tested.
Key Performance Parameter: The system shall be able to provide up to a 1.8 kW load to the DC generator and be able to discharge a Lithium-Ion 6T MIL-PRF-32565C compliant battery. (T)
Please provide system performance and cost tradeoffs in order to meet the following tentative system design criteria: Threshold (T) are “must meet” criteria, whereas Objective (O) criteria are not required, but “nice to have” if not cost prohibitive.
1. Provide a 2.4 kW load in 300-Watt increments (or fully adjustable) (T). 4kW (O)
2. Voltage shall be at 28VDC as default (T) and adjustable 22-30 VDC (O)
3. System must operate in deployable worldwide environments (MIL-STD-810H)
a. Temperature -25°F to 125°F
b. IP65 (T). An IP54-rated solution may be considered if it provides a significant (cost savings.).
c. Survive shock and vibration testing.
d. Survive a drop of 18 inches on a hard surface and maintain operational capability.
4. The total system should weigh less than 44 lbs. (If the weight is heavier then provide tradeoffs)
5. Preference is for the system to be powered from the battery 28VDC bus. If operating off AC power, provide the tradeoffs.
6. System’s power connection shall be a NATO Slave Receptacle, compliant with STANAG 4074
(e.g., MS3349-2). An Anderson to NATO cable can be used.
