About this opportunity
The Department of Health and Human Services' Administration for Children and Families (ACF) has issued a Special Notice regarding a federal contract opportunity for Direct Care, Supervision and Facilities Maintenance Services at the Greensboro Piedmont Academy Influx Care Facility in Greensboro, North Carolina. The notice concerns a planned long-term competitive contract action for an facility housing unaccompanied children ages 13-17. A short-term sole source contract was previously awarded to Deployed Services, LLC on May 18, 2023, with the intention of transitioning to a competitive solicitation in early Fiscal Year 2024. The facility is designed to accommodate between 250-800 beds, including medical isolation beds, and will provide comprehensive care services for unaccompanied children. The notice is specifically a Request for Information (RFI) seeking industry feedback on the draft Performance Work Statement.
The primary objective of this Special Notice is to gather industry input and vendor capabilities in preparation for the upcoming competitive solicitation. Contractors are invited to provide feedback on the draft Performance Work Statement and submit their capabilities statements in response to the document. The government is particularly interested in receiving detailed questions and comments that can help refine the solicitation requirements. While no specific set-aside has been indicated, potential contractors should be prepared to provide comprehensive services including case management, medical care, education, recreation, and family reunification support. Eligible vendors will need to demonstrate the ability to staff and operate a facility with appropriate medical, direct care, and support personnel. The RFI provides various attachments, including a past performance questionnaire, subcontractor consent form, and wage determination documentation to assist potential bidders. The government has established a deadline of March 18, 2024, for contractors to review and respond to the draft solicitation materials.
