About this opportunity

The Department of Agriculture Agricultural Research Service seeks diesel fuel for Kohler generators at its National Poultry Research Center in Athens, Georgia, with quotations due August 14, 2026 at 4:00 PM Central Standard Time and questions due August 11 at 3:00 PM Central Standard Time. This is a Total Small Business Set-Aside under NAICS 324110 with a 1,500-employee size standard.

Place of performance is 950 College Station Road, Athens, GA 30605, on an F.O.B. Destination basis. The fuel must meet specification MVNRLM Motor Vehicle Diesel Fuel, Grade 62, with 15 ppm sulfur content, compliant with ASTM test methods; vendors proposing equivalent products must provide detailed specifications or product literature demonstrating compliance with salient characteristics. Delivery drivers must be U.S. citizens with government-issued identification and will receive government escort while on-site. Emergency deliveries must occur within 12 hours; routine deliveries occur Monday through Friday, 8:00 AM to 3:00 PM, excluding federal holidays.

The facility operates three storage tanks with combined capacity of approximately 9,800 gallons. Historical usage is approximately 9,000 gallons annually with no predictable consumption pattern; fuel demand depends on actual use during test runs and power outages, with individual deliveries expected to be less than 10,000 gallons. The contract ceiling is $60,000 for a 365-day performance period following award on a firm-fixed-price basis. Pricing must be consolidated into a single line item on a not-to-exceed basis with adjustments permitted for actual market price changes.

Award will be made to the lowest-priced, technically acceptable offer with acceptable or neutral past performance using lowest-price technically acceptable (LPTA) evaluation methodology. Quotations must be submitted electronically to lynn.hults@usda.gov; faxed or hard copy submissions are not permitted. Vendors must be active and registered in SAM.gov at submission and award, with payment through the Department of the Treasury Invoice Processing Platform.

Questions and Answers added.

Added questions.

Q1: Could you please confirm the Kohler generator model number(s) associated with this requirement?

A1: The two generator have the same model numbers:  2000REOZMD

Q2: How many generators, how many gallons per generator and how many times do these generators need to be topped off per month?

A2: There are five generators in total. At the North Campus area there are the two Kohler generators and each has a 4,900 gallon tank. Behind B2 in the South Campus area there are three Caterpillar generators that share a single 10,000 gallon underground tank. There is no steady use and we do not have any per-generator consumption records. The tanks are filled depending on actual use during test runs and power outages. Last year we made one order of 9000 gallons for the entire site.
