About this file
This is a Questions and Answers document supplementing a Request for Quotation (RFQ) for diesel fuel delivery to the U.S. National Poultry Research Center in Athens, Georgia, operated by the Department of Agriculture Agricultural Research Service. The solicitation (1232SA26Q0787) is a Total Small Business Set-Aside with a 1,500-employee size standard under NAICS 324110, with quotes due by 4:00 PM CST on Friday, August 14, 2026, submitted electronically to lynn.hults@usda.gov.
The facility operates three fuel storage tanks: one 10,000-gallon underground tank with standard fill connection and two 7,900-gallon tanks with fill tubes, spill buckets, and nozzle connections. Emergency/urgent deliveries must occur within 12 hours, while routine deliveries are Monday through Friday, 8:00 AM to 3:00 PM, excluding federal holidays. All pricing must be consolidated into a single line item on a not-to-exceed basis with adjustments permitted for actual market price changes. The diesel fuel must comply with specified ASTM test specifications, with standard product specification sheets acceptable for proof of compliance rather than individual Certificate of Analysis reports. Delivery drivers must be U.S. citizens, provide government-issued identification, and will receive government escort while on-site; all deliveries must be scheduled in advance. Based on historical usage, the facility ordered 9,000 gallons annually with no predictable consumption pattern, as fuel demand depends on actual use during test runs and power outages.

Diesel Fuel for Kohler Generators
Q1. Document 2, page 3 states that quotes must include 'relevant experience providing this type of data to other government agencies' and that quotes offering to 'provide the data as described' will not be considered. Since this solicitation is for physical diesel fuel delivery and not data services, could the Government confirm if this is a copy-paste error and clarify that offerors should instead demonstrate experience and capability in fuel delivery?
A1: We are just looking for information that shows you can perform the project.
Q2. Since deliveries are on an as-needed basis, is there a minimum order quantity (in gallons) per delivery that the Government will request? Additionally, should delivery/freight charges be fully burdened within the per-gallon unit price, or will the Government allow a separate line item for delivery fees?
A2: Please, include all pricing into one line item.
Q3. Document 1, page 2 states that the contractor 'Must be able to deliver within 12 hours.' Does this 12-hour window apply to standard, routine deliveries, or is it reserved for emergency/urgent requests? Additionally, are there designated hours/days during which the Government will place orders and accept deliveries (e.g., Monday–Friday, 8:00 AM to 4:00 PM)?
A3: This applies to urgent/emergency requests. Normal delivery is M-F, 8am – 3pm except Federal Holidays Q4. To ensure compatible delivery equipment is dispatched, could the Government provide the number of generator fuel tanks at the Athens, GA facility, their respective storage capacities (in gallons), and the specific connection/nozzle types required for filling?
A4:There are three tanks. One 10,000 gallon and two 7,900 gallon. The large tank is a standard underground fill connection , the two smaller tanks have fill tubes with spill buckets and are filled with a nozzle.
Q5. Given the high volatility of fuel prices over a 12-month period, will the Government consider an index-based pricing structure (e.g., OPIS daily/weekly average for the Athens, GA area plus/minus a fixed differential) instead of a single flat Firm-Fixed-Price per gallon for the entire year?
A5: We are looking for a not to exceed price. Adjustments can be completed based actual changes that occur.
Q6. The solicitation requires the diesel fuel to meet specific ASTM test specifications. Is the contractor required to submit a laboratory Certificate of Analysis (COA) or test results with each individual delivery, or is a standard terminal product specification sheet sufficient to prove compliance?
A6: Standard product specification is acceptable Q7. Are there any specific facility access, vehicle inspection, or security clearance requirements for delivery drivers entering the US National Poultry Research Center? Will drivers require a Government escort while on-site?
A7: Scheduled deliveries only, All visitors must be US Citizens (No foreign nationals permitted) and provide a Government issued ID to enter the property. Government escort is required and will be provided by USDA.
