About this file
This is a Product Specification document for fungible 15 ppm sulfur diesel fuel, Grade 62, designated as MVNRLM (motor vehicle diesel fuel, 15 ppm sulfur) by the EPA. The specification was issued in April 2021 by Colonial Pipeline Company (CPC).
The document establishes detailed technical requirements for diesel fuel quality across 27 product properties, including gravity API (minimum 30), flash point (130°F at origin, 125.8°F at delivery), viscosity (1.9-4.1 cSt @ 40°C), cetane number (minimum 40), and total sulfur content (11 ppmwt at origin, 14 ppmwt at delivery). Additional critical specifications include distillation temperature ranges, color requirements (undyed, maximum 2.5 ASTM), pour point and cloud point limits that vary seasonally (maximum -18°C/-0.4°F pour point August-March; -12°C/10.4°F March-July; -9°C/-7°C cloud point similarly), corrosion resistance, ash content (maximum 0.01 wt.%), and thermal stability parameters. The specification requires compliance with ASTM test methods, with Colonial Pipeline accepting alternative test methods listed in ASTM D975 provided they are considered referee methods for disputes. Note 6 permits deliveries on specific pipeline lines (#17, 22, 24) and Greensboro local deliveries to contain up to 5% bio-diesel and 5% renewable diesel, with deliveries not exceeding $60,000.00 and required within 12 hours. Delivery test results may vary within ASTM reproducibility limits or applicable state and EPA regulatory tolerances at the point of delivery.
