About this opportunity

The Defense Health Agency (DHA) issued a Request for Information (RFI) on October 9, 2025, regarding enterprise teleradiology services. This RFI is not a solicitation and does not constitute a binding contract opportunity; rather, it is designed solely for informational and planning purposes to gather market intelligence on current industry capabilities. The DHA seeks to understand how the teleradiology industry has evolved and advanced since the agency's current contract award and how vendors can adapt to meet the DHA's changing operational requirements. The government will not compensate respondents for their participation and reserves the right to use submitted information for any legally appropriate purpose without providing feedback. Interested parties should note that this submission does not commit the government to any future action or procurement.

The RFI objective is to assess industry capabilities for providing 24/7/365 teleradiology coverage across 60+ Military Treatment Facilities (MTFs) worldwide, supporting approximately 600,000 annual image reads for active duty, retired, and dependent beneficiaries. Responses must be submitted by October 31, 2025, at 12:00 noon CDT via SAM.gov in Adobe PDF format, limited to 10 pages, and must include company information, technical capabilities, past performance, and potential innovations. Respondents should address integration capabilities with MHS GENESIS EHR, Cerner Millennium, and Rhapsody HL7 engine systems, as these platforms are critical to DHA operations. All proposed services must encompass diagnostic imaging including CT, MRI, ultrasound, X-ray, nuclear medicine, and subspecialty interpretations, while maintaining full compliance with HIPAA, Department of War cybersecurity standards, and applicable licensure and credentialing requirements. There are no specific eligibility restrictions stated in the RFI, making it open to all qualified teleradiology service providers capable of meeting these technical and regulatory standards.

THIS IS A REQUEST FOR INFORMATION (RFI) AND DOES NOT CONSTITUTE A SOLICITATION. This RFI is solely issued for informational and planning purposes. Responses are not offers and cannot be accepted by the government to form a binding contract. The U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI.  The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. The Government does not plan to provide feedback or answer questions.

BACKGROUND: The DHA provides medical services to active duty, retired, and dependent beneficiaries worldwide. DHA currently has a contract in place to provide supplementary teleradiology services for images taken at 60+ MTFs worldwide with an estimated 600,000 annual reads. The teleradiology industry has grown and advanced since the time of award so the DHA is seeking knowledge of the teleradiology industry’s current capabilities including how the current industry can flex and adapt to meet the DHA’s evolving needs.

The anticipated requirement will involve 24/7/365 coverage for STAT, urgent, and routine cases including the secure receipt, interpretation, diagnosis, and reporting of radiology images transmitted between MTFs and the contractor.  Studies may include Computed Tomography (CT) (to include head CTs for stroke); Magnetic Resonance Imaging (MRI); Ultrasound; X-Ray (general and specialized views) to include B-reads; Nuclear Medicine; Subspecialty interpretations (e.g., neuroradiology, musculoskeletal, pediatric); and over-reads for dental cone-beam CT imaging.  Any services must be compliant with Health Insurance Portability and Accountability Act (HIPAA), Department of War (DoW) cybersecurity standards, and applicable licensure/credentialing requirements.

NOTE:  In the event you cannot post your response to the Teleradiology Request for Information via the SAM.gov website, please e-mail your response directly to Michael T. Bilicki - michael.t.bilicki.civ@health.mil and Ben Reedy - benjamin.j.reedy2.ctr@health.mil.  Apologize in advance for any confusion.
