Responses are not offers and cannot be accepted by the government to form a binding contract. The U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. BACKGROUND: The DHA provides medical services to active duty, retired, and dependent beneficiaries worldwide. DHA currently has a contract in place to provide supplementary teleradiology services for images taken at 60+ MTFs worldwide with an estimated 600,000 annual reads. The teleradiology industry has grown and advanced since the time of award so the DHA is seeking knowledge of the teleradiology industry’s current capabilities including how the current industry can flex and adapt to meet the DHA’s evolving needs.

The anticipated requirement will involve 24/7/365 coverage for STAT, urgent, and routine cases including the secure receipt, interpretation, diagnosis, and reporting of radiology images transmitted between MTFs and the contractor. Studies may include Computed Tomography (CT) (to include head CTs for stroke); Magnetic Resonance Imaging (MRI); Ultrasound; X-Ray (general and specialized views) to include B-reads; Nuclear Medicine; Subspecialty interpretations (e.g., neuroradiology, musculoskeletal, pediatric); and over-reads for dental cone-beam CT imaging. Any services must be compliant with Health Insurance Portability and Accountability Act (HIPAA), Department of War (DoW) cybersecurity standards, and applicable licensure/credentialing requirements

PLEASE INCLUDE THE FOLLOWING IN YOUR RESPONSE:

A. Company Information

1. Company name, address, website.

2. Point of contact name, title, email, phone.

3. Business size and socio-economic status under NAICS Code 621512 (Diagnostic Imaging Centers). Here you may suggest a more appropriate NAICS.

B. Capabilities

1. Identify your ability to provide full spectrum teleradiology services to multiple geographically dispersed facilities. Identify how your company could fluctuate capacity as mission needs change.

2. The Government’s Electronic Health Record (EHR) is MHS GENESIS. MHS GENESIS is based off the Cerner Millennium EHR using a Rhapsody HL7 engine for most communications in and out of the EHR. MHS GENESIS also uses Fast Healthcare Interoperability Resources (FHIR) communications for relevant patient data that is helpful in the clinical interpretation of imaging. Conformance with these systems would be required.

a. Describe any experience with these technologies and any other capabilities/protocols your company uses to interface directly with a Picture Archiving and Communications System (PACS) or similar long-term archive systems.

b. Briefly state your experience establishing a secure connection to DoW Networks or similar secured networks. Include a general description of security protocols and encryption methods used.

c. Any limitations, risks, or additional requirements recommended for successful integration.

3. Describe an organizational approach that is best suited for this effort to include how work would be assigned considering unpredictability of quantity, timing, and types of reads. Include estimate turnaround times, how you would ensure continuity of services, and any methods of supporting unforeseen volume or surge periods.

C. Past Performance. Briefly identify your history of performance to include large or geographically dispersed organizations. This history may include simultaneous support of multiple unassociated organizations. Names of customers are not required.

D. Innovations and Recommendations.

1. Identify in general terms any value-added or innovative approaches to organization of teleradiologists to supporting geographically disperse locations with changing needs that could improve timeliness, quality, or security of service. This is not intended to be a representation of your current capabilities or specific attributes.

2. Identify any concerns and or issues you foresee with executing these services for multiple geographically disperse locations.
