About this opportunity
The Defense Health Agency issued a Commercial Solutions Opening (CSO) on August 7, 2026 to procure commercial solutions across its enterprise, with the vehicle remaining open through August 6, 2027. The CSO accepts proposals for commercial products, commercial services, and non-developmental items that are commercially available or can be modified to meet DHA requirements, prioritizing cost-effective commercial solutions over custom government-unique developments per Executive Order 14271.
Eligible solutions must support one of three Portfolio Acquisition Executives: Medical Digital Solutions (enterprise health systems, EHR, operational medicine, analytics), Medical Services (enterprise-level oversight and cost-effective service acquisitions), or Medical Products (accelerated delivery of medical products enhancing warfighter care and readiness). The Government will issue Areas of Interest continuously throughout the period with specific evaluation criteria, submission requirements, and award timelines.
The CSO employs a streamlined three-phase evaluation process. Phase I requires brief technical concept papers or pitch decks evaluated on a Go/No-Go basis for strategic alignment and feasibility. Phase II is optional and involves oral presentations or technology demonstrations assessed on technical viability and MHS system alignment. Phase III requires full commercial proposals evaluated on technical merit, cost reasonableness, past performance, and statutory eligibility. The Government anticipates multiple awards under FAR-based firm-fixed-price contracts or Other Transaction Authority agreements for research or prototype projects and reserves the right to award sole-source follow-on production contracts to successful prototype participants. Amendment 01 posted September 30, 2026 updated Section 14 of the CSO.
