About this file
This document is Amendment 01 to the Defense Health Agency (DHA) Enterprise-Wide Commercial Solutions Opening (CSO HT003826SC005), which updates Section 14 of the original CSO.
The CSO establishes competitive procedures for awarding FAR-based contracts and Other Transaction Authority agreements to procure commercial solutions supporting DHA's three Portfolio Acquisition Executives: Medical Digital Solutions, Medical Services, and Medical Products. The CSO is active from August 7, 2026 through August 6, 2027 and seeks commercial products, commercial services, and non-developmental items that address warfighter medical readiness, healthcare delivery, operational medicine systems, and related capabilities. DHA prioritizes commercially available, cost-effective solutions over custom government-unique developments per Executive Order 14271. The Government will evaluate submissions based on commercial feasibility, technical merit, technology readiness level, and cost-effectiveness, determining whether solutions warrant FAR Part 12 firm-fixed-price contracts or Prototype Other Transaction Agreements under 10 U.S.C. § 4022 requiring testing and integration.
The CSO employs a streamlined three-phase advisory process: Phase I (Pitch/White Paper) evaluated on Go/No-Go basis for strategic alignment and feasibility; Phase II (optional oral presentations/demonstrations) assessed on technical viability and MHS system alignment; and Phase III (full commercial proposals) evaluated on technical merit, cost reasonableness, past performance, and statutory eligibility. Multiple awards are anticipated. The Government reserves the right to award sole-source follow-on production contracts to successful prototype participants. Individual Areas of Interest will be posted continuously with specific evaluation criteria, submission requirements, and award timelines. All submissions are treated as confidential and may be reviewed by Government support contractors subject to Organizational Conflict of Interest screening. CSO administration is managed by DHACA Medical Digital Solutions Contracting Division, with primary contacts Elizabeth Holten (elizabeth.l.holten.civ@health.mil) and Lacey Lockard (lacey.n.lockard.civ@health.mil).

Amendment 01: Updates Section 14 of the CSO.
1. Agency Name Defense Health Agency (DHA)
2. Issuing Acquisition Office Defense Health Agency Contracting Activity (DHACA)
3. Title DHA Enterprise-Wide Commercial Solutions Opening (CSO)
4. Announcement Type This announcement establishes the general competitive procedures the Government will utilize to award FAR-based contracts pursuant to 10 U.S.C. § 3201 and 10 U.S.C. § 3458, as amended, other transaction authority agreements pursuant to 10 U.S.C. § 4021 and 4022, to include but not limited to basic, applied, and advanced research projects, prototyping and production agreements, and procurements for experimental purposes (pursuant to 10 U.S.C. § 4023, as amended) to deliver commercial solutions pertaining to the General Scope of this CSO (pursuant to 10 U.S.C. § 3458).
5. CSO Number
HT003826SC005
6. Active Period 07 August 2026 through 06 August 2027
7. Overview DHA is a combat support agency that serves as a force multiplier for the joint services by optimizing lethality through warfighter medical readiness. DHA delivers the full spectrum of health services in garrison and during combat operations to ensure warfighters are medically ready to deploy, fully supported throughout operations and rapidly returned to duty. As the foundation of an integrated health enterprise, DHA provides joint medical capabilities across a mission-ready health system worthy of the Department of War (DoW), geographic combatant commands, the Military Services, their families, and all beneficiaries.
The risk of near-peer competitor conflict heightens the expediency of a cultural and operational shift to meet DoW requirements. Known constraints impacting the ability to meet mission requirements include continued operations under a flat fiscal top line, significantly decreased buying power, decreased civilian personnel and Uniformed Personnel operating within the direct care system, and the continued increase of total and per episode care cost in the purchased care system. To enable the DoW to prevent and prevail in combat operations, DHA must overcome these constraints to deliver medical readiness to the warfighter at scale, on time, and with precision.
Consistent with Executive Order 14271 (Ensuring Commercial, Cost-Effective Solutions in Federal Contracts), DHA will actively prioritize commercially available, cost-effective solutions over custom, government-unique developments to achieve readiness goals more rapidly and efficiently.
DHA currently has three Portfolio Acquisition Executives (PAE) responsible for Medical Digital Solutions, Medical Services, and Medical Products.
PAE Medical Digital Solutions
PAE MDS will acquire, modernize, deliver, and sustain enterprise health, operational medicine, clinical support, logistics, surveillance, and business systems worldwide. This includes, but is not limited to, delivering Electronic Health Record (EHR), operational medical solutions, enterprise data, analytics, and decision-support capabilities that improve healthcare readiness, and force health protection. Integrate enterprise health, operational medicine, logistics, readiness, and business systems through interoperable digital technologies. Provide near real-time medical surveillance, operational awareness, and trusted data supporting commanders, clinicals, and senior leaders.
PAE Medical Services
PAE Medical Services provides enterprise-level oversight, portfolio management, and acquisition decision authority to ensure medical services acquisitions deliver mission outcomes, cost effectiveness, performance accountability, and regulatory compliance.
This includes ensuring all medical Q category service acquisitions are strategic, mission-aligned, performance-based, and cost-effective and complying with DoDI5000.74, FAR, DFARS, and all applicable statutes and policies.
PAE Medical Products
PAE Medical Products accelerates the delivery of medical products at the speed of relevance to enhance warfighter care and ensure mission outcome success through commercially viable and cost-effective acquisition solutions that advance urgent delivery timelines, optimize warfighter readiness, enhance warfighter lethality, enhance patient safety, and improve the quality of beneficiary care.
The DHA CSO may be utilized to support any current, or future, PAE or PMO within the DHA enterprise-wide portfolio.
8. General Scope The primary purpose of this CSO is to solicit proposals for commercial solutions comprising commercial products, commercial services, and non-developmental items pursuant to 10 U.S.C. § 3458, as amended by Section 1823 of the National Defense Authorization Act for Fiscal Year 2026. Proposed solutions must represent commercially available capabilities, or commercially available capabilities that can be modified to meet DHA’s requirements.

Contracts)
• FAR Part 12
• DFARS Subpart 212.70
10. CSO Procedures This CSO is a competitive solicitation that satisfies the requirement that the Government, to the maximum extent practicable, use competitive procedures when entering into contracts or agreements.
Unless otherwise set forth in an Area of Interest (AoI), there are no restrictions on who may submit a response to this CSO. Each AoI will identify the expected review/evaluation process, which will vary depending on the complexity of the area and the anticipated number of responses.
The Government will evaluate submissions based on their commercial feasibility, technical merit, technology readiness level, and cost-effectiveness. In doing so, the Government will assess whether the proposed commercial solution is immediately deployable (favoring a FAR Part 12 contract) or requires evaluation, testing, integration, or pilot-scale modification to prove its operational feasibility in a DHA clinical or operational environment (favoring a Prototype Other Transaction Agreement under 10 U.S.C. § 4022).
DHA intends to utilize a streamlined, multi-step advisory procedure to minimize barriers to entry for commercial vendors:
• Phase I (Pitch/White Paper): Offerors will submit a brief technical concept paper or pitch deck describing the commercial solution, its cost-effectiveness, and feasibility. Submissions in this Phase will be evaluated on a Go/No-Go basis against strategic alignment and basic feasibility. Only Go-rated submissions will proceed to the next phase.
• Phase II (Oral Presentation/Demonstration - Optional): Select offerors may be invited to demonstrate their commercial technology or present their proposal virtually or in person. This Phase will be evaluated on technical viability, performance capabilities, and alignment with MHS systems.
• Phase III (Full Commercial Proposal): Offerors showing the highest alignment with DHA requirements may be invited to submit a detailed technical and cost proposal in accordance with the streamlined guidelines of the Revolutionary FAR Overhaul or OTA guidelines. Full proposals will be evaluated against technical merit, cost/price reasonableness, past performance, and statutory eligibility criteria.
Each individual Area of Interest (AoI) may establish and publish specific, objective evaluation criteria for each Phase relative to that AoI.
The Government intends to leave this CSO open and continuously post updates to this CSO, if necessary. The Government is under no obligation to consider submissions made later than the posted AoI due date.
The Government will not pay for costs associated with the preparation of Capability Statements, white paper responses, or any other materials used to determine whether the company has merit for purposes of an AoI or is awardable for purposes of a prototype other transaction agreement.
11. Areas of Interest
The Government will issue AoIs seeking submissions under this CSO. The Government may post new, extend, or revise AoIs at any time. Individual AoIs shall contain, at a minimum, the authority under which it is being solicited, a problem statement or desired objectives, evaluation or review criteria, proposal or solution submission criteria, and anticipated time to award.
12. Anticipated Awards Multiple awards may be issued resulting from this solicitation. The Government reserves the right to select the most appropriate contracting instrument based on the maturity and nature of the proposed solution.
In accordance with 10 U.S.C. § 3458 and the Revolutionary FAR Overhaul, any FAR-based contracts awarded under this CSO shall be firm-fixed-price (FFP) or firm-fixed-price with performance incentives.
Alternatively, the Government may elect to award Other Transaction (OT) agreements for research under 10 U.S.C. § 4021 or prototype projects under 10 U.S.C. § 4022. For the purposes of this CSO, a prototype project may include physical or digital commercial capabilities, commercial services, or non-developmental items that require testing, evaluation, demonstration, or modification to determine technical, clinical, or operational feasibility within the Military Health System (MHS). To be eligible for a Prototype OTA award under 10 U.S.C. § 4022, offerors must meet at least one of the statutory criteria in 10 U.S.C. § 4022.
In accordance with 10 U.S.C. § 4022(f), the Government reserves the right to award a sole-source, follow-on production contract or Other Transaction agreement to any participant who successfully completes a prototype project competitively awarded under this CSO. This follow-on production authority extends to any commercial product, commercial service, or non-developmental item utilized in the prototype project, as authorized by Section 1823 of the FY 2026 NDAA.
13. Support Contractors and Non-Government Advisors
DHA policy is to treat all submissions as confidential information, and to disclose their contents only for the purpose of review. Restrictive notices notwithstanding, during the review process, submissions may be handled by support contractors for administrative purposes and/or to assist with review. Submission under this CSO will constitute a grant of authority by the submitting company to the Government to allow the use of non- Government advisors to participate in review of all phases of the CSO process for all AoIs.
Prior to providing any submission containing proprietary data to a non-Government advisor, the Government will perform a rigorous Organizational Conflict of Interest (OCI) screening.
If your company has any concerns with support contractors accessing proprietary information, please contact the Contracting/Agreement Officer(s) in advance of submission.
Submissions will not be returned.
14. CSO Administration
This CSO will be administered by the DHACA Medical Digital Solutions Contracting Division (MDS-CD). If this CSO is amended or changed, all terms and conditions that are not amended remain unchanged. Offerors shall comply with the most current version of the CSO when submitting a response to an AoI. Prior to the issuance of an AoI, the cognizant DHA Contracting/Agreement Officer(s) shall contact Elizabeth Holten (MDS-CD) at elizabeth.l.holten.civ@health.mil and Lacey Lockard at lacey.n.lockard.civ@health.mil .
