About this opportunity

The Department of Veterans Affairs Technology Acquisition Center issued an RFI for IBM Mainframe as a Service (MFaaS) management with an original response deadline of July 8, 2026, but has determined not to pursue a MFaaS solution at this time and will not accept RFI responses.

The VA had sought a single prime contractor to consolidate fragmented mainframe support services currently split across multiple task orders, including IBM mainframe capacity from Sirius Computer Solutions, Inc. and contractor labor from Tista Science and Technology Corporation. The solution would have encompassed hardware support, subscription-based software, maintenance for VA-owned perpetual licenses, and labor across two IBM Z16 Mainframes hosting approximately 60 VA applications at data centers in Austin, Texas and Philadelphia, Pennsylvania. The VA required 99.9% uptime, 24/7/365 availability, and rapid ticket resolution, with software support across 22 original equipment manufacturers. NAICS 518210 and PSC DH10 applied.

The procurement was classified for small business (40 million average annual receipts threshold), with the VA anticipating a firm fixed-price task order covering a 12-month base period and four optional 12-month extensions. Respondents had been instructed to provide rough cost estimates and detail capabilities for hardware refresh strategies and potential cloud or hybrid solutions. The RFI underwent multiple amendments between December 2025 and January 2026, extending the response deadline from January 9 to January 16, 2026, and including Q&A addressing respondent questions. The contracting office is in Eatontown, New Jersey, with Contract Specialist Shannon Hines (Shannon.Hines@va.gov, 848-377-5243) as the primary contact. The VA will continue assessing its mainframe requirements and will post any future solicitations on SAM.GOV.
