About this file
This document is a Request for Information (RFI) Amendment 0002 for the Department of Veterans Affairs (VA) regarding an IBM Mainframe as a Service (MFaaS) procurement. The VA is seeking a comprehensive contractor solution that includes hardware support, software support, and labor for mainframe services. Current services are fragmented across multiple task orders, including IBM mainframe capacity from Sirius Computer Solutions, Inc. and mainframe contractor labor from Tista Science and Technology Corporation.
Key details include the VA's intent for the vendor to provide all necessary hardware (currently in a Capacity as a Service model), subscription-based software, and software maintenance for VA-owned perpetual licenses. The RFI response deadline was extended to January 16, 2026, and the VA requires the contractor to manage software versions, upgrades, and entitlements. The solicitation (36C10B26Q0104) is currently in the pre-solicitation phase, with the Technology Acquisition Center in Austin overseeing the procurement. Potential vendors must be capable of delivering a complete MFaaS solution and detail any limitations in their response capabilities.

I am attempting to find out if there is an incumbent contract. Can you please send me the previous contract information/incumbent info?
There is currently no single incumbent contract that performs all requirements listed in the RFI. The current solution is made up of one task order for IBM mainframe capacity, one task order for mainframe contractor support and multiple task orders for the software solutions listed in RFI Attachment 1.
The IBM mainframe capacity is currently being provided through VA’s IBM Capacity as a Service (CaaS) Task Order with Sirius Computer Solutions, Inc.
The mainframe contractor labor is currently being provided through VA’s Franchise Fund Support Services (FFSS) Task Order with Tista Science and Technology Corporation.

Is the ability for a contractor candidate to be able to provide Mainframe Hosting a requirement, or would a candidate providing primarily Mainframe SW Support also be considered? If the answer is the latter (Mainframe SW Support only), then:
a. Can you provide the SW version/release and/or maintenance levels for each OEM product listed in VA’s “Attachment 1” spreadsheet?
b. In the RFI, section “2.0 Background” indicates that a staff mix of VA full-time employees and contractors. Is the direction of the VA to retain their current staff mix and/or seek outside staff augmentation, or is the VA looking to have the existing staff be available to be hired/rehired by the potential vendor awarded the Support contract?
The VA is seeking a Contractor that can provide a complete Mainframe as a Service (MFaaS) solution to include all hardware support, software support, and labor. If you cannot provide all components of requirement, list any limitations you may have in your response.
All Commercial Off-The-Shelf (COTS) software used in conjunction with the Mainframe is tested internally and at the current vendor supported versions. VA requires that the software continues to be tested and upgraded as new versions are released.
VA is seeking a Contractor to perform all labor for a complete MFaaS solution.

In your Mainframe-as-a-Service model, do you anticipate the provider assuming ownership of the underlying hardware and software entitlements, or will those entitlements remain under the agency’s authority? Understanding your approach to entitlement management will help us better align with your objectives around governance, control, and portability.
The VA does not intend to own the hardware or subscription-based software. VA’s intent is for the Vendor to provide all needed hardware (currently being provided as a Capacity as a Service model with IBM equipment, detailed in RFI section 2), subscription-based software, and software maintenance for VA-owned perpetual licenses.
VA would retain ownership of VA-owned perpetual licenses.
The Vendor would be responsible for providing continued maintenance on VA-owned perpetual licenses.
For subscription-based licenses, the Vendor would be responsible for ownership and renewal of those annual entitlements.

Is it at all possible to request a one or two week extension on the due date and have a January 16 or 23 due date, instead of January 9th?
VA will extend to January 16, 2026, but does not anticipate further extension.
