About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 6 issued solicitation 36C24626Q0347 to procure High Definition (HD) television signal programming and related services for its medical facilities. The contractor must upgrade existing Standard Definition infrastructure to HD, maintain the signal from antenna to head-in system, and provide annual preventative maintenance plus 24/7/365 on-demand repair services. Key qualifications include SAM registration and proof of Sakura factory-trained technician credentials. The solicitation will be awarded on a Lowest Price Technically Acceptable (LPTA) basis using simplified acquisition procedures under FAR Part 12, with technical proposals not to exceed 25 pages. The original offer due date was March 11, 2026; however, the solicitation was subsequently canceled on March 26, 2026, via Amendment 0002 to allow the government to redefine the scope of work, with a new solicitation to be issued in the near future.

The solicitation utilized no set-aside designation despite initial references to small business status in the contract documentation. The contract scope covers 300 drops at Richmond VA Medical Center, 22 drops at the Richmond Fisher Houses, and 1 drop at the Emporia Outpatient Clinic, with a one-year base period (May 1, 2025, through April 30, 2026) plus four optional one-year renewal periods. The original budget was $44 million for the base year and option years combined. Services include delivery of comprehensive channel programming with local inserted channels such as Chaplains, Getwell, and Care channels, supported by infrastructure connecting the main hospital to Fisher Houses via satellite and COAX connections between Buildings 509, 507, 514, and the Fisher Houses. All three VA locations serve as places of performance, with monthly invoicing submitted to the VA Financial Services Center and payment via electronic funds transfer.
