About this opportunity
The Defense Finance and Accounting Service (DFAS) is seeking Commercial Off-the-Shelf (COTS) software to establish an IT Asset Management (ITAM) capability that will discover, organize, and integrate DFAS-hosted hardware and software assets into their ServiceNow Configuration Management Database (CMDB) and Service Catalog. The proposed solution must comply with federal security standards including DoDI 8510.01 Risk Management Framework, DISA Security Technical Implementation Guides (STIGs), NIST SP 800-53, and DoD Cloud Security requirements, operating at DoD Impact Level 5. Key functional requirements include automated discovery and matching of software and hardware assets, direct ServiceNow CMDB integration, configurable roles and permissions, automated warranty and contract tracking, license management across multiple environments including Azure Virtual Desktop and servers, and comprehensive reporting capabilities through Microsoft Power Platform. The procurement will be evaluated based on vendor capability to meet specific functional and security requirements without requiring code development or customization using proprietary scripts or languages. The Request for Information (RFI) period extends through February 27, 2026, providing interested vendors an opportunity to submit detailed responses regarding their product capabilities and pricing.
There is no set-aside designation for this procurement. DFAS must support an estimated 15,000 workstations and laptops along with 2,100 servers through the selected solution, with the contract period of performance running from October 1, 2026 through September 30, 2028. The contractor will be responsible for providing software licenses, initial training, telephone and electronic help desk support, and software upgrades and updates throughout the contract term. The solution must support Windows 11 Version 23H2, Windows Server 2016 Standard, and specific hardware such as HP printers, while also interfacing with DFAS's COBOL-based accounting system. Installation will be conducted by the government on-premise or in government cloud infrastructure, with the contractor providing technical support for security settings and configurations. Vendors are required to submit estimated costs for their proposed products including all associated options and should provide federal government or DoD customer references with contact information to demonstrate relevant experience.
