About this opportunity
The Department of Energy Office of Science, through Brookhaven Science Associates (BSA), is seeking sources for the development of the Particle Accelerator Lattice Standard (PALS) for the NP AI-Ready Accelerator Data (NARAD) initiative. The effort involves developing an international standard for particle accelerator lattice descriptions and extending it for machine learning applications, including building interlaboratory consensus, converting existing accelerator descriptions from Brookhaven National Laboratory and Jefferson Lab machines, developing interface software, and defining PALS interfaces for AI/ML applications. This is a Sources Sought notice and Request for Information (RFI) only, not a formal solicitation, with responses due by March 24, 2026. Interested respondents should submit a Statement of Capabilities electronically demonstrating their ability to meet the requirements outlined in the attached Statement of Work, including company information, SAM UEI number, and point of contact details. The procurement is anticipated to use NAICS code 611310 (Colleges, Universities, and Professional Schools) and will be conducted as a competitive acquisition, though this notice does not constitute a commitment to issue a solicitation or award a contract.
This notice does not include any small business set-aside designations. The Statement of Work indicates the effort is being coordinated through multiple national laboratories including Brookhaven National Laboratory and Thomas Jefferson National Accelerator Facility, with Cornell University mentioned as a potential subcontractor. No specific award value or budget range is disclosed in the pre-solicitation notice. The work encompasses seven primary tasks spanning interlaboratory consensus building, continuous standard extension, outreach and training, accelerator description conversions, interface software development, digital twin integration, and machine learning application definitions. All costs incurred by respondents in preparing their capabilities statements will be borne by the responder and will not be reimbursed by BSA, and submitted information is considered voluntary and will be used for market research and planning purposes only.
