About this opportunity
The Defense Health Agency (DHA) has issued a Special Notice for the Development Multiple Award Contract (DevMAC) Reboot, a critical component of its Defense Healthcare Management System (DHMS) Program Executive Office 3.0 digital transformation strategy. The DevMAC aims to create a flexible marketplace of elite technologists, developers, engineers, and industry partners capable of addressing critical issues within the Defense and Health ecosystem. Specifically targeting the development of world-class technology teams, the initiative seeks to build an adaptable and responsive technological infrastructure. The special notice was posted on November 17, 2023, with responses due by January 9, 2024. DHA is not accepting unsolicited proposals and will not be responsible for any costs incurred by entities providing information.
The primary objective of the DevMAC Reboot is to establish an ecosystem of developers that can leverage the Federal Single-Record Ecosystem and drive innovation in Health IT sector. The initial focus will be on a "DevSecOps Lite" product supporting platforms like the Military Health System Population Health Portal and Clinical Assessment Management Portal. Contractors will be organized by development methodology, stack, specialty, or product, with pricing and evaluation criteria to be determined through industry feedback. Key deadlines include submitting responses to Attachments 1 and 2 by November 29, 2023, and the government plans to develop a notional task order strategy based on received input. While there are no specific set-asides, the contract is focused on Custom Computer Programming Services (NAICS 541511) and IT Application Development Support Services. The government intends to accelerate the effort, with plans to post the Multiple Award Contract solicitation on SAM.gov in December 2023 and provide opportunities for industry to review and comment on draft documents as they are developed.

9 Aug 2024 -- New leadership at PEO DHMS is evaluating the strategic direction for the organization. It is anticipated some the requirement for software development and design will still be needed by PEO DHMS, but it will not be clear enough to issue a solicitation until we do more analysis. Accordingly, for planning purposes, industry should not consider this an FY24 requirement. We plan to provide updated information early in FY 2025.
Thank you for the participation to date.

23 Jan 2024 -- Good afternoon. I have had several inquiries about the status of the DevMAC Reboot. I am diligently working on getting the documents completed and the appropriate approvals. I am anticipating within the next 30 days there will be some additional movement I'll be able to share with industry.
A new SAM.gov entry will need to be created so I can add the solicitation number, but will post back in here with the solicitation number as well.
Thank you for your input to date and your continued inquiries to the effort.
