About this file
This request for information document outlines requirements for software development and support services for several population health and clinical assessment portals within the Defense Health Agency. Key capabilities include the Military Health System Population Health Portal, Traumatic Brain Injury Portal, Clinical Assessments Management Portal, and Patient Reported Outcomes Clinical Record. The solicitation seeks feedback on tasks within a DevSecOps operating model and requests any additional information needed to understand the requirements by November 29, 2023. Responses should be emailed to the specified address. The associated federal contract opportunity is a Special Notice for the Development Multiple Award Contract Reboot with the Defense Health Agency.

MHS Population Health Portal (MHSPHP) Registries Support
The MHSPHP is a centralized, secure, web-based system used by Army, Navy, and AF health care teams, as well as Managed Care Support Contractors (MCSC). The MHSPHP transforms DoD and purchased care administrative data into actionable information. TRICARE Prime/Plus enrollees in need of potential clinical preventive services, disease management, or case management are identified on health care action lists.
Specific data sources are outlined in each methodology. MHSPHP methodologies are based on Healthcare
Effectiveness Data Information Set (HEDIS®) methodologies or DoD/VA Clinical Practice Guidelines. The
National Committee for Quality Assurance (NCQA) developed and maintains HEDIS®. Using the MHSPHP, all MTF and MCSC health care teams can proactively manage the health status of their patients over the web.
MHSPHP includes 78 separate registries including, but not limited to Orion, Patient Summary, Opioid
Management, and Immunizations.
To maintain the current software, the Government would be looking for how to fullfil the below tasks as part of the DevSecOps “lite” DevMAC:
• Ensure availability of transformed DoD and purchased care administrative data into actionable information within the MHSPHP application.
• Monitor MHSPHP application and update defects/findings if identified
• Provide Tier III helpdesk support through a common support process inclusive of other applications within the MIP
• Review users help desk requests as assigned and resolve user access, role, and trouble tickets where applicable; and participate as part of larger troubleshooting teams that are coordinated by the Incident
Manager to resolve degradation and outage issues
In order to provide context, the table below provides an example of what may be required to support this effort.

Traumatic Brain Injury (TBI) Portal and
Clinical Assessments Management Portal (CAMP)
The purpose of the TBI Portal is to serve as the automated support for the cutting-edge objectives of The
National Intrepid Center of Excellence (NICoE) in the areas of Patient Referral Processing and the scheduling of providers, patients, and resources in support of the NICoE project and efforts. The TBI Portal is used to load patient referrals received from various referring providers from MTFs and military medical institutions across the country. The tool tracks these patient referrals as they go through the process to determine their eligibility for patient admission to the NICoE facility and other satellite facilities. Once patients are found to be eligible for admission to NICoE or another facility, they are added to the schedule calendar for scheduling their four-week treatment/assessment program at the NICoE facility or other satellite facility. Once they report to facility, the patient’s team assignments and schedules are finalized using the tool.
The CAMP (formally known as the Enterprise Survey Portal) was developed to reinvent a legacy Clinical
Decision Support (CDS) utility for clinical care that focused on pain-related psychosocial factors and treatment history and musculoskeletal (MSK) health, such as MSK outcomes, readiness, and screening. It focused primarily on two care communities: Pain Assessment Screening Tool & Outcomes Registry
(PASTOR) and Military Orthopaedics Tracking Injuries & Outcomes Network (MOTION). These Care
Communities were born in response to the 2010 National Defense Authorization Act (NDAA) recommendation for “performance measures used to determine the effectiveness of the policy in improving pain care for beneficiaries enrolled in the military health care system”. The reinvention of the capability for these two primary care communities was conducted in partnership between the EIDS PMO and NICoE. It was created in a manner that could be leveraged across the Defense Health community of interest to create self-service surveys for any community’s specific needs.
To maintain the current software, the Government would be looking for how to fullfil the below tasks as part
• Ensure availability of transformed DoD, health administrative, and purchased care administrative data into actionable information within the TBI Portal and CAMP application
• Monitor TBI Portal and CAMP application, and update defects/findings if identified.
• Maintain all current TBI Portal Shared Framework (TPSF) features
• Develop new TPSF features

Patient Reported Outcomes Clinical Record (PROCR)
PROCR is a CDS utility for clinical care that focuses on returning military service members to duty and all patients to an active, productive life. PROCR uses a holistic approach to patient reported outcomes and screening that includes collection of pain-related psychosocial factors, treatment history and MSK health. At the heart of PROCR is innovative use of data, including tools like the Outcomes Report where an individual clinician can longitudinally review their patient outcomes and compare with MHS averages, provider summaries that smartly displays patient reported data and template notes that logically organize patient reported information to place into the EHR. Future efforts will focus on the integration of patient reported data collected in MHS GENESIS into existing PROCR data tables to enable full use of the operational
PROCR data tools. PROCR consists of two primary Care Communities: PASTOR and MOTION.
To maintain the current software, the Government would be looking for how to fullfil the below tasks as part
• Provide continuing development support
• Provide all administration and execution tasks required to keep the application operational and secure
• Provide BI support needed for the development and presentation of measures, screening and clinician inputted data
• Support completion of the PROCR data mart and strategies to improve access and operationalization of the data
• Support data integration from MHS GENESIS with current PROCR capabilities in CAMP
