About this opportunity
The National Institutes of Health, National Human Genome Research Institute (NHGRI) intends to award a sole-source contract to develop and validate Transferrin Receptor services, with a deadline for capability statements on July 31, 2026. The justification rests on FAR 6.302-1: Creative Biolabs is the only known responsible source capable of providing customized humanized antibody library screening services meeting NHGRI's specific technical requirements, compatibility needs, and continuity demands. The contractor possesses specialized expertise and proprietary capabilities that cannot be replicated within NIH using existing resources.
Interested parties, particularly small businesses including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small business concerns, may submit written capability statements demonstrating their ability to perform the requirement. Statements are due by 09:00 a.m. EDT on July 31, 2026, via email to danielt@mail.nih.gov. Submission does not obligate the Government to compete the award; any decision to open competition rests solely with the Government.
All resulting intellectual property and associated materials transfer to NIH under a Materials Transfer Agreement, allowing NIH to retain ownership and pursue commercialization following successful preclinical development, clinical trials, and regulatory approvals. The anticipated award date is approximately five days after the notice closes, unless the Government determines another vendor can meet the requirement. Work falls under NAICS 541714 (Research and Development in Biotechnology except Nanobiotechnology) and PSC 6640 (Laboratory Equipment and Supplies).
