About this file
This is a Notice of Intent for a sole source federal contract opportunity issued by the National Human Genome Research Institute (NHGRI), Division of Intramural Research. The requirement is to develop and validate Transferrin Receptor services, with the proposed contractor being Creative Biolabs under contract number 75N98026Q00866. The justification for sole source procurement under FAR 6.302-1 is based on Creative Biolabs being the only known responsible source capable of providing customized humanized antibody library screening services that meet NHGRI's specific technical requirements, compatibility needs, and continuity requirements. The company possesses specialized expertise and proprietary capabilities that cannot be replicated within NIH using existing resources.
Interested parties, particularly small businesses including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small business concerns, may submit written capability statements demonstrating their ability to perform the requirement by the deadline of 09:00 a.m. EDT on July 31, 2026, via email to danielt@mail.nih.gov. Submission of capability statements does not obligate the Government to compete the award; any decision to open competition will be made at the Government's sole discretion. The anticipated award date is approximately five days after the notice closes, unless the Government determines another vendor can meet the requirement. All resulting intellectual property and associated materials will be transferred to NIH under a Materials Transfer Agreement, allowing NIH to retain ownership and pursue commercialization following successful preclinical development, clinical trials, and regulatory approvals.
