About this opportunity

The Department of the Interior Fish and Wildlife Service is soliciting design-build services for photovoltaic system revisions at the Buenos Aires National Wildlife Refuge in Arizona under Solicitation Number 140FC126R0007. The work requires redesign and reconstruction of an existing 8-kilowatt roof-mounted photovoltaic system installed in 2016 to achieve compliance with the National Electrical Code, International Building Code, utility interconnection requirements, and applicable safety standards. Required tasks include verification of proper grounding, relocation of the AC disconnect, installation of a solar output meter, updated component labeling, utility interconnection application preparation and coordination, and utility approval documentation. The government will evaluate proposals using a Best Value Tradeoff methodology with weighted evaluation factors: Technical Approach (40%), Experience and Past Performance (25%), Project Management and Schedule (15%), Key Personnel Qualifications (10%), and Price (10%). Sealed proposals are due April 27, 2026, at 5:00 p.m. local time, and questions regarding the solicitation must be submitted in writing to JoAnn Mallory at joann_mallory@fws.gov no later than five calendar days prior to the proposal closing date.

This is an open competition with no set-aside designation, and no incumbent contractor is identified. The estimated project magnitude ranges from $25,000 to $100,000, with pricing submitted on a lump-sum basis for the mandatory base task and four optional tasks (cable management, 10-kilowatt-hour battery system installation, monitoring application implementation, and fall arrest system installation). Performance and payment bonds are required within 10 calendar days of award. The work is located at 35560 South Sasabe Road, Tucson, Arizona 85736, approximately 60 miles south of Tucson, with work restricted to Monday through Friday from 8:00 a.m. to 4:30 p.m. The contract must be completed within 90 calendar days of the Notice-To-Proceed, with an overall performance period from March 2, 2026, through May 31, 2026, and contractors must begin work within 10 calendar days of receiving notice to proceed.
