About this file
This is a Statement of Work for photovoltaic system revisions at the Bailey House on the Buenos Aires National Wildlife Refuge in Arizona.
The base scope of work (Task 1) requires design, documentation, and construction of revisions to an existing 8-kW roof-mounted PV system installed in 2016 that has not been grid-connected. Required revisions include verifying proper grounding of the PV array and components, relocating the AC disconnect within 10 feet of the main service panel, adding a solar output meter within 10 feet of the main service panel, providing updated component labeling per local code and utility requirements, preparing and submitting the interconnection application to the utility, scheduling and attending required utility inspections, and providing utility approvals to the Project Leader. Four optional line items are available: Task 2 (Option A) addresses rooftop cable management including DC string wiring integrity checks, connector replacement for code compliance, and cable tidying using UV-resistant cable ties; Task 3 (Option B) involves designing and installing a 10 kWh multi-modal battery system with utility application and staff training; Task 4 (Option C) includes setting up a Sunny Portal monitoring app for PV production tracking and staff training; and Task 5 (Option D) requires relocating the PV array from the roof to a ground-mounted support system with design engineering, panel relocation, roof repairs, and below-grade conduit runs.
The work location is 35560 South Sasabe Road, Tucson, Arizona 85736, approximately 60 miles south of Tucson on paved roads. The project must be completed within 90 calendar days of Notice-To-Proceed, with work performed Monday through Friday, 8:00 a.m. to 4:30 p.m., unless otherwise prearranged. Deliverables include an initial project schedule (due within 15 days of NTP), product submittals in PDF format (10 calendar days for review), 50% and 95% construction drawings stamped by an Arizona-licensed electrical engineer (10 business days for review each), completed installation, project inspection with punch list, as-constructed drawings in PDF and CAD formats, video of staff training, and closeout items including warranty letters and maintenance manuals. Work must comply with current editions of the IBC, National Electrical Code, NFPA 101 Life Safety Code, OSHA standards, and local utility requirements. Inspections will be performed by Trico and Refuge staff. The contractor must provide 24-hour notice before taking the entire power supply system offline, provide seven days' notice before arrival on-site, and maintain a current installer form on file with Trico. Government-furnished materials include power availability at the site; no restroom facilities will be provided.

STATEMENT OF WORK
Photovoltaic System Revisions Design & Build
Buenos Aires National Wildlife Refuge US Fish and Wildlife Service, Region 2
February 25, 2026
1. ABOUT THE REFUGE
Established in 1985, the Buenos Aires National Wildlife Refuge was created under the authority of the Endangered Species Act. Spanning the 117,464-acre refuge are several distinct groups of plants and animals known as biotic communities, that are dependent on each other. Visitors will enjoy the semi-desert grasslands that blend into the cottonwoods and willow that line riverbanks and wetlands within the refuge. Settled in amongst the grasslands and wetlands is a beautiful sycamore-shaded canyon of extraordinary diversity. Brown Canyon is home to 200-million-year-old volcanic rocks that support a distinct variety of plants and animals that have evolved within this amazing sky island ecosystem.
Open to the public, visitors can enjoy wildlife watching and photography, hunting, fishing, wildlife photography and special wildlife-related events.
2. PURPOSE AND SCOPE
In 2016, a roof-mounted photo-voltaic system was installed at one of the staff residences. This 8-kW system has not been connected to the local electrical grid.
This goal of this scope of work is to make all necessary revisions to fulfill the requirements of the utility’s interconnection agreement. An optional line item for a battery is also included here (pending funding availability).
3. TASK 1 - BASE BID: Design, Document And Construct The Required Revisions To The Existing System
3.1. Verify that the PV array and its components are properly grounded.
3.2. The AC disconnect shall be located within 10’ of the main service panel.
3.3. A solar output (production) meter shall be added and located with 10’ of the main service panel.
3.4. Provide updated labeling for all components of the photo-voltaic system, per local code and utility requirements.
3.5. Prepare and submit the interconnection application for approval. Respond to utility company questions and corrections.
3.6. Schedule and attend the required inspection(s) by the utility.
3.7. Provide utility approvals to the Project Leader after the inspection(s).

4. TASK 2 - OPTION ITEM A: Rooftop Cable Management
4.1. Check integrity of DC string wiring and test quick connectors. Provide written report of findings and replace all faulty units.
4.2. Replace all connectors not compliant with current codes. This includes connectors at the junction boxes.
4.3. Tidy cabling under PV panels so all wiring is code-compliant, safely secured, properly supported, and no plug connector or wire touches the roof surface.
Note: use UV-resistant black Nylon 12 (PA12) or stainless-steel cable ties.
5. TASK 3 - OPTION ITEM B: Design, Document and Install a multi-modal 10 kWh
Battery to provide power to the house after sundown.
5.1. Include utility application process with this Option.
5.2. Include FWS staff training regarding the use and maintenance of the battery system.
6. TASK 4 - OPTION ITEM C: Set up Monitoring App through Sunny Portal to track PV system production via government smart phone. Include training of on-site staff in the use of the app.
