About this opportunity
The Department of Labor Office of the Assistant Secretary for Administration and Management is soliciting proposals for Design-Build and Construction Multiple Award Task Order Contracts (MATOC) to support Job Corps Centers nationwide. The services to be procured include general building renovation, vertical construction, horizontal construction, security and force protection improvements, and other design-build and construction services across Job Corps facilities in the continental United States, Alaska, Hawaii, and US territories. Key contract requirements include demonstrated experience with design-build and construction projects, qualified key personnel including a Project Manager (10+ years experience), Quality Control Manager (7+ years with USACE certification), Scheduler (10+ years CPM experience), and Architect (current registration), as well as compliance with Davis-Bacon wage requirements and federal acquisition regulations. Evaluation criteria include Technical Approach and MATOC/IDIQ management capability, Design-Build and Construction Experience (minimum three relevant projects within five years, with at least one exceeding $5 million), Safety and Quality Control Programs, Past Performance on relevant projects, and Price, with non-price factors being significantly more important than price in the best-value tradeoff process. Critical deadlines include February 6, 2026 at 2:00 PM EST for submission of questions, an optional site visit on February 3, 2026, and proposal submissions due February 27, 2026 at 12:00 PM EST via email.
This solicitation is designated as a Total Small Business set-aside with no identified current incumbent contractors. The contract will establish six regional IDIQ contracts with a five-year ordering period, with individual task orders ranging from a minimum guaranteed award of $2,000 to a maximum of $10 million per order, subject to a regional spending cap of $60 million over the five-year period. A seed task order for plumbing and bathroom renovations at Old Dominion Job Corps Center in Monroe, Virginia (Region 2) is estimated at $1–$5 million and will be awarded to the lowest-priced Region 2 MATOC awardee. The Department of Labor anticipates awarding at least two awardees per region across the six geographic regions identified in the solicitation. Performance of work will occur on land owned, leased, or under use agreements in all US states and territories, with the primary base NAICS code being 236220 (Commercial and Institutional Building Construction), though task orders may utilize other appropriate NAICS codes within Section 23.
