About this opportunity

The Naval Facilities Engineering Command issued a Request for Information and market survey regarding potential use of a Project Labor Agreement for Design Bid-Build project P-1419: Conventional Prompt Strike Weapon Test Facility at Naval Weapons Station Yorktown, Virginia, with responses due by 2:00 P.M. local time on May 20, 2026. Executive Order 14063 requires PLAs for federal construction projects with estimated costs at or above $35 million; this project carries an estimated construction magnitude between $25 million and $100 million and an anticipated performance period of approximately 1,000 calendar days.

The facility scope includes construction of a 20,100-square-foot single-story structure with reinforced concrete foundation, precast concrete and metal wall panels over steel frame, maintenance bays, drive-through aisle, tool and parts storage, office spaces, and mechanical/electrical equipment rooms. Built-in equipment comprises a 25-ton bridge crane, four air handling units with air-cooled chillers, compressed air system, fire pump, and emergency natural gas generator. Work includes demolition of eight existing buildings, environmental mitigation including unexploded ordnance removal, HVAC systems, electrical utilities with cybersecurity features, electronic security and fire alarm systems, and mechanical utilities for sanitary sewer, potable water, natural gas, and compressed air. The NAICS Code is 236220.

NAVFAC Mid-Atlantic solicits responses to a seven-question questionnaire directed at government entities, unions, contractors (both union and non-union), and qualified small businesses. Questions address organizational representation, availability of specialized contractors, local labor market conditions, respondent interest in project participation and PLA impact on that interest, prior PLA usage on similar regional projects, comparative analysis of union wage rates versus prevailing wage rates under the Construction Wage Rates Requirements statute, and potential cost implications of PLA requirements. Responses must be submitted via email to ashlee.r.beggs.civ@us.navy.mil. This RFI is for planning purposes only and does not constitute a Request for Proposal or obligation on the part of the Government.
