About this file

This is a Request for Information (RFI) and market survey regarding the potential use of Project Labor Agreements (PLA) for a federal construction project.

NAVFAC Mid-Atlantic is soliciting public comments on the use of a PLA for the Design-Build project P-1419: Conventional Prompt Strike Weapon Test Facility at Naval Weapons Station, Yorktown, Virginia. The project involves construction of a 20,100 square foot, single-story facility with a reinforced concrete foundation featuring precast concrete and metal wall panels over a steel frame superstructure. The facility will include maintenance bays, a drive-through aisle, tool and parts storage, restrooms, office spaces, and mechanical/electrical equipment rooms. Built-in equipment comprises a 25-ton bridge crane, four air handling units with air-cooled chillers, a compressed air system, fire pump, and emergency natural gas generator. The project scope includes demolition of eight existing buildings (ranging from 9 to 831 square meters), environmental mitigation including unexploded ordnance removal, HVAC systems, electrical utilities with cybersecurity features, electronic security and fire alarm systems, and mechanical utilities for sanitary sewer, potable water, natural gas, and compressed air. The NAICS Code is 236220, with an estimated construction magnitude between $25,000,000 and $100,000,000 and an anticipated performance period of approximately 1,000 calendar days. Executive Order 14063 requires PLAs for federal construction projects with a total estimated cost at or above $35 million. Responses to the attached questionnaire must be submitted via email to ashlee.r.beggs.civ@us.navy.mil no later than 2:00 P.M. local time on May 20, 2026. This RFI is for planning purposes only and does not constitute a Request for Proposal, solicitation, or obligation on the part of the Government.

Project Labor Agreement (PLA) Request for Information (RFI) for

DESIGN BID-BUILD, P-1419: CONVENTIONAL PROMPT STRIKE WEAPON TEST FACILITY,

NAVAL WEAPONS STATION, YORKTOWN, VIRGINIA

This is a request for information/market survey. This is not a request for proposal, request for quote, or an invitation for bid. There will be no solicitation, specification, or drawings available at this time.

Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic is soliciting comments from the public addressing the potential use of Project Labor Agreements (PLA) for the following construction project. The construction project is for a facility/building. This project constructs a 20,100 SF , single-story Conventional Prompt Strike (CPS) weapons Test Facility (TF) on a reinforced concrete foundation. The TF is a single-story, insulated precast concrete and insulated metal wall panel building over a steel frame superstructure. The roof structure will include a single slope, mechanically seamed metal panel roof system. The building provides space for maintenance bays and one drive-through aisle.

The building will also provide space for tool and parts storage, restrooms, office spaces for direct supervision (non-administrative), mechanical/electrical equipment rooms for building support and environmental control equipment to support high-capacity environmental control systems and all associated interior/exterior systems to support the building operations. Facility-related control systems include cybersecurity features in accordance with current Department of Defense (DoD) criteria. This project will provide Antiterrorism (AT) features and comply with applicable service and Geographic Combatant Commander policies and directive per Unified Facilities Criteria (UFC) for DoD Minimum Antiterrorism Standards for Buildings. Built-in equipment includes one bridge crane (25-ton), four air handling units with air cooled chillers, a compressed air system, a fire pump, and an emergency natural gas fired generator. HVAC systems for the building includes a chilled water system with air cooled chillers, air handling units (including redundant units for the operations space), and exhaust systems.

Electrical utilities include underground utility distribution, secondary electrical distribution systems, lighting, and telecommunications infrastructure. Electronic security system infrastructure and fire alarm systems, along with lightning protection and grounding will be included with the project. Mechanical utilities include sanitary sewer lines with a lift station, potable water supply lines, compressed air system with piping, natural gas supply line and water main with fire hydrant. Environmental mitigation includes unexploded ordnance removal and other items to comply with state and local requirements. Demolition includes the removal of (1) Building 521, 831 m2 ammunition lab, (2) Building 522, 73 m2 explosive machine facility, (3) Building 523, 170 m2 explosive test facility, (4) Building 524, 18 m2 explosive storage, (5) Building 1459, 33 m2 boiler house, (6) Building 1586, 13 m2 explosive storage, (7) Building 534, 12 m2 inert storage, and (8) Building 633, 9 m2 chemical storage. The buildings will be demolished to clear the site for this project. The project will be design-build with the NAICS Code 236220. The magnitude of construction is anticipated to be $25,000,000 and $100,000,000. The general period of performance is anticipated to be approximately 1,000 calendar days.

A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f). Revolutionary Federal Acquisition Regulation Overhaul (RFO) policy states: Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use PLAs in large-scale construction projects (defined as a construction projects with a total estimated cost at or above $35M) to promote economy and efficiency in the administration and completion of Federal construction projects. When awarding a contract in connection with a large-scale construction project, agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project, unless an exception(s) at RFO 22.502-2(d) applies. Reference is made to: RFO Subpart 22.5 Use of Project Labor Agreements for Federal

Construction Projects; provision, RFO 52.222-33 Notice of Requirement for Project Labor Agreement;
