About this file
This is a Request for Information (RFI) document soliciting input on a Project Labor Agreement (PLA) for a Design Bid-Build construction project (P-1419) at Naval Weapons Station Yorktown, Virginia. The project involves constructing a Conventional Prompt Strike Weapon Test Facility.
The RFI contains a seven-question questionnaire directed at government entities, unions, contractors (both union and non-union), and qualified small businesses. The questions seek respondent information regarding: (1) organizational representation; (2) availability of specialized contractors for the work; (3) local labor market conditions and contractor interest levels for both union and non-union firms; (4) respondent interest in project participation and PLA impact on that interest; (5) prior PLA usage on similar regional projects; (6) comparative analysis of union wage rates versus prevailing wage rates under the Construction Wage Rates Requirements statute; and (7) potential cost implications of PLA requirements. The questionnaire appears designed to gather market research and stakeholder feedback to inform the government's decision regarding PLA implementation for this naval facility construction project. No response deadline, award date, pricing information, or other procedural details are specified in this RFI template.
