About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, seeks design and construction of a site-specific debris boom at Harry S. Truman Dam in Warsaw, Missouri, with Phase 2 proposals due November 6, 2025. This is a total small business set-aside under NAICS 237990 (Other Heavy and Civil Engineering Construction), conducted as a two-phase design-build competitive procurement under FAR subpart 36.3.

The debris boom must feature a minimum 24-inch diameter U-shaped configuration with a 20-foot-wide manual service gate, 40-foot removable section, and fail-safe linkage. The system must withstand water velocities up to 1.7 feet per second, wind speeds up to 50 mph, and wave heights of 5 feet across reservoir pool elevations from 692.7 to 756.3 feet NAVD88. Design service life is a minimum 45 years; the boom must be unsinkable, constructed of solid materials, and capable of operating in temperatures from –38°F to 130°F. Place of performance is Warsaw, Missouri.

Phase 1 required qualification proposals demonstrating capability to execute design-build construction; pricing was not submitted in Phase 1. The government advanced up to three qualified offerors to Phase 2. The estimated price range is $1.0 million to $5.0 million for a single firm-fixed-price award. Contract performance is 420 calendar days from notice to proceed. Three primary contract line items cover design, construction of the anchorage system, and installation.

Phase 2 evaluation weighs Technical Approach and Price, with Technical Approach as the most important factor. Offerors must submit a 25-page technical volume including project narrative addressing design considerations, project schedule, and technical drawings. Offerors must declare a single field office overhead accounting practice for all modifications and change orders. Amendment 0004, effective October 23, 2025, added DFARS cybersecurity clauses including NIST SP 800-171 DoD Assessment Requirements and Safeguarding Covered Defense Information Controls.
