About this opportunity

The U.S. Department of Agriculture Forest Service, Pacific Northwest Region, is soliciting quotations for site preparation services involving the mastication of brush and brushing of roads on the Deschutes National Forest near Sisters, Oregon. The contractor must provide a qualified operator and a Type 2 Excavator with a minimum of 100 horsepower and 30,000 pounds capacity equipped with forestry grousers, along with a mower/mastication head (strip mowers and skid steers are explicitly excluded). Key contract requirements include treating 65 to 70 percent of existing brush within designated units while retaining 30 to 35 percent in island patches, cutting brush to within 6 inches of ground surface, providing GPS tracking data for verification, maintaining equipment free of noxious weed seeds, and implementing a comprehensive job-specific safety plan addressing hazards such as tree falling and heavy equipment operation. Evaluation will be based on technical capability across four sub-factors (equipment availability, soil impact mitigation methods, quality control processes, and safety planning), relevant past performance from the preceding three years involving similar work scope and complexity, and price as the primary award factor. All quotations must be submitted by February 25, 2026, at 2:00 PM Pacific Standard Time to the Contracting Officer Paula Winningham at paula.winningham@usda.gov, with technical questions due three days prior to the deadline.

This solicitation, numbered 1240BE26Q0018, is designated as a Total Small Business Set-Aside with a small business size standard of $11 million, meaning only small businesses are eligible to compete for the contract. No incumbent contractor is identified in the solicitation materials. The anticipated contract award will be a firm fixed price purchase order for a single contractor, with pricing submitted on a per-acre or per-mile basis depending on work type. The scope of work encompasses approximately 761 acres of brush mastication and 3.528 miles of road and ditch brushing across 18 base units totaling 471 acres, with four optional units totaling an additional 268 acres available depending on funding. Work must commence on March 30, 2026, and be completed by November 30, 2026, with performance taking place in and around Trout Creek Butte in the Sisters Ranger District of Deschutes County, Oregon, at elevations ranging from 3,800 to 5,100 feet.
