About this opportunity

The Department of Veterans Affairs is seeking expressions of interest for a leased Community Based Outpatient Clinic (CBOC) facility in Idaho Falls, Idaho. This pre-solicitation notice invites potential offerors to submit information about available properties that could accommodate the DVA's clinical space needs, including tenant improvement build-out of existing buildings or design and construction of new facilities on DVA-approved sites. Key requirements include a facility comprising 14,321 to 17,185 ANSI/BOMA square feet (not exceeding 19,333 rentable square feet) with 100 parking spaces on contiguous ground floor space in single-floor configuration, along with comprehensive property information such as ownership details, site location maps, utility availability, and compliance documentation for fire safety, physical security, accessibility, and sustainability standards. The DVA will evaluate submissions based on property specifications, compatibility with clinical operations, proximity to amenities and public transportation, and adherence to federal and local requirements, with incompatible adjacencies (liquor establishments, correctional facilities, firearm retailers, railroad tracks, or flight paths) disqualifying properties. Interested parties must submit expressions of interest by April 20, 2026, at 5:00 PM Central Time via email to DHC Real Estate Services contacts James Cassidy (James@dhcres.com) or Jay Bell (john.bell2@cushwake.com).

This opportunity carries no set-aside designation, though Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) are encouraged to submit with appropriate SBA certification documentation. Anticipated tenant improvement costs range between $5 million and $10 million, with total construction and buildout estimated between $10 million and $20 million, representing the overall project value. The lease term extends for twenty years—fifteen years firm with five years non-firm—with an estimated lease award date of November 30, 2026, and beneficial occupancy to follow upon completion of tenant improvements and DVA acceptance. The DVA will make monthly rental payments in arrears following facility acceptance and may elect to reimburse tenant improvement costs as a single lump-sum payment or amortize them over the firm lease term. No incumbents or current contractors are referenced in this pre-solicitation notice, as this represents an opportunity to establish new leased space for clinical operations in the Idaho Falls region.
