About this file

This is a Sources Sought/Expression of Interest/Pre-Solicitation Notice from the Department of Veterans Affairs seeking information about available properties for a Community Based Outpatient Clinic (CBOC) in Idaho Falls, Idaho.

The DVA seeks expressions of interest for a leased facility comprising 14,321 to 17,185 ANSI/BOMA square feet (not exceeding 19,333 rentable square feet) within a defined delineated area in the Idaho Falls metropolitan region. The location must include 100 parking spaces and be situated on contiguous ground floor space in a single-floor configuration. The facility will require tenant improvement build-out of an existing building or design and construction of a new facility on a DVA pre-approved site, with anticipated tenant improvement costs between $5 million and $10 million and total construction/buildout between $10 million and $20 million. The lease term is twenty years—fifteen years firm and five years non-firm, with an estimated lease award date of November 30, 2026, and beneficial occupancy following completion of tenant improvements and DVA acceptance. DVA makes monthly rental payments in arrears upon facility acceptance and may elect to make a single lump-sum reimbursement or amortize tenant improvement costs over the firm term. No progress payments are made during design or construction phases.

Submissions must include comprehensive property information including ownership contact details, building address, site location maps, ingress/egress descriptions, adjacent property uses, FEMA flood plain status, seismic and fire safety compliance evidence, sustainability standards documentation, site and floor plans, utility availability, and environmental/cultural/historic studies if available. Properties must meet fifteen additional requirements including no bifurcated sites, no incompatible adjacencies (liquor establishments, correctional facilities, firearm retailers, railroad tracks, or flight paths), compatibility with VA's intended use, proximity to amenities and public transportation, and compliance with Federal and Local Government requirements for fire safety, physical security, accessibility, and sustainability standards. SDVOSB and VOSB firms are encouraged to submit, and if qualified, must provide evidence of certification through SBA's Veteran Small Business Certification database. All interested parties must submit expressions of interest by April 20, 2026, at 5:00 PM Central via email to DHC Real Estate Services (James Cassidy at James@dhcres.com or Jay Bell at john.bell2@cushwake.com). This notice is not a solicitation for offers and does not pre-qualify or disqualify potential offerors; the Government assumes no responsibility to award based on responses.
