About this opportunity

The Department of the Navy Naval Facilities Engineering Command is seeking to procure approximately 30,000 square feet of Class A administrative office space through a competitive lease solicitation. The requirement is for an exclusive-access facility within 20 miles of the NAVFACSYSCOM Headquarters in Washington, D.C., with specific requirements including Sensitive Compartmented Information Facility (SCIF) compliance and rigorous security standards. The solicitation will award a one-year lease with four potential one-year renewal options, emphasizing the strategic importance of the location for naval administrative operations. Evaluation criteria will focus on best value, considering factors such as price, location, contractor experience, and past performance. Potential offerors must submit their proposals by May 20, 2024, with the Navy requiring beneficial occupancy of the space by June 27, 2025.

This solicitation is not designated with any specific set-aside status, making it open to a broad range of commercial real estate providers. The lease will be structured on a full-service basis, with pricing submitted as a fixed annual rate that covers all maintenance, utilities, and services. The total contract has a potential five-year duration (initial one-year term plus four possible renewal years), providing potential stability for the selected lessor. The specific performance location will be within Washington, D.C. (zip code 20374), targeting proximity to the Navy Yard headquarters. While specific budget ranges are not explicitly detailed in the solicitation, the requirement for Class A administrative space and SCIF compliance suggests a high-value, specialized leasing opportunity for commercial real estate providers with advanced facility capabilities.
