About this opportunity
The Air Force Materiel Command is issuing a Request for Information only for depot maintenance IT systems sustainment and surveillance services, with responses due by 4:00 p.m. EST on October 24, 2026, as part of market research for a future competitive 8(a) procurement (FA8770-26-R-B008).
This RFI is not a commitment to contract, does not obligate payment for response costs, and does not preclude participation in any future RFP. The Government seeks responses exclusively from SBA 8(a) Business Development Program vendors registered under NAICS 541511 (Custom Computer Programming Services).
The acquisition covers consolidated sustainment for three system categories: Depot Maintenance Systems Integration (DMSI) comprising six client/server applications supporting approximately 8,000 Air Force users across three Air Logistics Complexes and Kadena Air Base; Depot Maintenance Consolidated Operational Database (DMCODB), an integrated Oracle database; and Depot Maintenance Legacy Systems (DMLS) consisting of two applications. The contractor must maintain 98% system availability and provide 24/7/365 surveillance and support for critical batch processes.
Work is performed primarily at Wright-Patterson Air Force Base with normal operating hours 0600–1800 EST Monday through Friday, excluding federal holidays, though contractors must occasionally work outside normal hours for software releases and system outages. All contractor personnel require SECRET-level security clearance, NACI investigation, and CAC access; foreign nationals cannot be involved in performance.
The anticipated period of performance is one 12-month base plus eight 6-month options and one additional 6-month option (total 5.5 years), beginning August 1, 2028, with a Firm Fixed Price contract type for labor and Cost Reimbursable CLINs for travel and other direct costs. Responses should address 13 technical capability areas demonstrating experience in Air Force and DoD computing environments, Agile methodologies, Oracle PL/SQL, PHP, JavaScript, C#, ASP.net, UNIX/Linux administration, and application decommissioning strategies.
Submit responses to Eric Lagasse at Eric.Lagasse@us.af.mil.
