DMAC 3 / FA8770-26-R-B008-SS

1. BACKGROUND AND DESCRIPTION

The Business and Enterprise Systems (BES) directorate, through the Air Force Life Cycle Management Center, Logistics Maintenance and Installation Systems Portfolio (AFLCMC/GBM) Depot Maintenance Workflow Product Line, located at Wright-Patterson Air Force Base (WPAFB), Ohio, is conducting market research to seek qualified SBA 8(a) vendors under NAICS code 541511.

The Government is researching SBA 8(a) vendors capable of providing support and maintenance for the Depot Maintenance Applications Consolidation (DMAC) 3 acquisition, which is consolidated sustainment services for the systems identified in sections 1.1, 1.2, and 1.3 of this RFI. This requirement is within the SBA 8(a) program and interested parties must be a part of the SBA 8(a) program to be included in the market research report as an eligible response.

The DMAC 3 Program Management Office requests interested vendors provide responses to exhibit the skills and experiences necessary to accomplish the requirements described. The scope of this effort shall include planning, developing, testing, deploying, and sustaining depot maintenance Information Technology (IT) systems to include new development, modifications, enhancements, and upgrades. This RFI does not represent the exact requirements that will be provided with any future official Request for Proposal (RFP), but is considered similar scope to the anticipated requirement.

The scope of this contract involves barebones sustainment and sunsetting the designated applications and databases, with the understanding that the overall scope may be progressively reduced throughout the Period of Performance (PoP) as systems are systematically decommissioned.

1.1. Depot Maintenance Systems Integration (DMSI) DAJEDI Applications

The DMSI applications were modernized, technically refreshed, and re-hosted into a consolidated system framework. DMSI supports approximately 8,000 Headquarters Air Force Materiel Command (HQ AFMC) users at the three (3) Air Logistics Complexes (ALCs) and Kadena Air Base (AB), including inventory management specialists, maintenance specialists, equipment specialists, funds monitors, and quality assurance specialists.

Five (5) DMSI DAJEDI applications are within scope of this RFI:

1. AFMC Labor Standards Data System (ALSDS): Establishes and maintains labor standards for maintenance planning and production costing. It provides information on data used for capacity planning reports that shall evaluate workload and personnel in terms of skills, and a simulation capability in order to determine the impact on skill capabilities and requirements in relation to workload changes.

2. Job Order Production Master System (JOPMS): Provides a repository for storing the production number master records. It also provides the user ability to track customer work requests, record work authorizations, maintain temporary work plans, record end item production, and document standard labor hours earned during depot level maintenance.

3. Depot Maintenance Materiel Support System (DMMSS): Acts as a repository for material standards and production/issue history, which supports increased productivity of the Depot Maintenance Work Centers. It provides part number to stock number cross-reference, history of National Stock Number changes, and retrieves, stores and updates Bill of Material (BOM) standard data.

4. Exchangeables Production System (EPS): Provides access to workload requirements data, end item availability data, job order number data, production count data, end item production data, on-line information used to manage Depot Maintenance Supply Centers (DMSC) and bench stocks.

5. Inventory Tracking System (ITS): Tracks repairable end items through the maintenance overhaul line. It assigns item-tracking numbers to all parts as they are inducted and subsequently tracks them through disassembly, repair, and assembly. The system provides management information to all levels of management as well as inventory control.

1.2. Depot Maintenance Consolidated Operational Database (DMCODB)

DMCODB is an integrated, consolidated shared Oracle database that provides data for the production management of the depot repair and maintenance process for the AF enterprise. It is an operational-level data environment, serving on-line transaction processing applications for managing day-to-day operations in the AF aircraft maintenance depots. Utilizing the DMCODB’s consolidated data, the DMSI systems enable users to perform analyses, create reports, and respond to information requests from AFMC command-level staff, HQ AF staff, and Department of Defense (DoD) elements. DMCODB also provides data for similar purposes to the BLADE, local depot data marts / warehouses, and Enterprise Integration projects.
