About this opportunity
The Defense Health Agency is soliciting quotations from pharmaceutical manufacturers for placement on the Department of War Uniform Formulary (UF) for the Military Health System, including both Uniform Formulary Blanket Purchase Agreements (UF BPA) for Military Treatment Facilities and TRICARE Mail Order Pharmacy pricing, and Uniform Formulary Additional Discount Program (UF ADP) quotes for TRICARE retail network pharmacies. Seven drug classes and newly approved drugs will be reviewed by the Pharmacy and Therapeutics (P&T) Committee at its May 6-7, 2026 meeting, including medications in cardiovascular, skeletal muscle relaxant, antibiotic, electrolyte replacement, and erectile dysfunction categories. Manufacturers must submit complete pricing quotations, including pricing per NDC package size and per unit for both Uniform Formulary and Non-Formulary scenarios, as well as refund information based on Federal Ceiling Prices or Wholesale Acquisition Cost methodologies for the ADP program. The evaluation will be based on relative clinical effectiveness and cost effectiveness of the pharmaceutical agents within their respective therapeutic classes, with the P&T Committee potentially recommending preferential tier status, step therapy requirements, or complete exclusion from the TRICARE pharmacy benefit program. Quotations are due by March 26, 2026, at 12:00 PM CST, with a mandatory pre-quotation teleconference scheduled for March 11, 2026, and manufacturers must submit signed agreements along with an NDC Price List containing all package sizes and strengths.
This solicitation is not restricted by any set-aside designation and does not identify specific incumbent contractors. No specific award value or budget range is disclosed in the solicitation notice; pricing will be determined competitively based on manufacturers' submitted quotations. For BPA agreements, prices must be equal to or lower than FSS, Big 4, and JNC prices, and BPA agreements will remain valid for 180 days and continue until drug class reevaluation or termination, with prices effective in DOD Prime Vendor systems no later than 14 calendar days after contract signing. ADP agreements are contingent on pharmaceutical agents being placed on the UF in no worse than the formulary cost share tier, with refunds calculated quarterly. The place of performance is identified as San Antonio, Texas 78230, where the Defense Health Agency is located.
Notice text
The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
