About this opportunity
GSA Federal Acquisition Service is procuring two 5-ton enclosed trailers for the Department of the Navy, with quotes due August 27, 2026. This is a total small business set-aside under NAICS code 336212 (Truck Trailer Manufacturing).
Place of performance includes San Diego, California (one trailer to EODESU 1) and Virginia Beach, Virginia (one trailer to EODESU Two). Quoters must be certified small businesses with valid active SAM registrations and must submit quotes electronically to Contracting Officer Mark F. Brown at mark.f.brown@gsa.gov.
Technical specifications require 10,000-pound minimum payload capacity, Gross Vehicle Weight Rating sufficient to transport that load, spring suspension with electric brakes on all wheels, aluminum wall skins (minimum 0.030 inches), continuous welding, water-tight and airtight construction, interior I-tracks rated at 6,000 pounds each, LED lighting with NATO 12-pin connector, and 60-month comprehensive warranty covering all parts and components with three-business-day service response. Paint must be Flat Lusterless Green #34094 (SAE AMS-STD-595a) with minimum 8-mil dry-film thickness. Trailers must operate at 10 mph off-road and soft terrain, and 65 mph on-road. Delivery hours are Monday–Thursday 0800 AM to 1430 PM local time, and the contractor must contact NAVFAC EXWC point of contact Brian Craig (805-982-2319, brian.s.craig2.civ@us.navy.mil) no later than 30 days prior to delivery. A Post Award Conference must occur within 5 days of order receipt, and a Verification Design Review within 60 days before production commences.
Quoters must submit three volumes: Volume 1 (Technical, limited to 30 pages), Volume 2 (Past Performance, limited to 10 pages covering three to five relevant projects from the past five years), and Volume 3 (Pricing with completed SF-18 form). Evaluation uses two equally weighted factors: Technical Approach and Past Performance. Price is evaluated separately and is not traded against technical merit. Award will be made to the highest technically rated quoter with a fair and reasonable price as a firm-fixed-price Motor Vehicle Delivery Order.
