Each trailer must have a 10,000-pound minimum payload capacity and a Gross Vehicle Weight Rating sufficient to transport this load. The trailers must operate at 10 MPH off-road, 65 MPH on-road/highway, and 10 MPH on soft terrain, with overall dimensions of 300-312 inches length, 102 inches height and width maximum, and 78 inches interior ceiling height minimum. Construction requirements include spring suspension, electric brakes on all wheels, a leveling and stabilizing system with manual deployment capability, disc wheels with tubeless radial tires, aluminum wall skins (minimum 0.030 inches), rivet-less/screw-less body panels, and continuous welding throughout. The trailer must be water-tight and airtight, feature aluminum wheel fenders, and include a curb side entry door (32" × 72" minimum opening), rear fold-down ramp (7,500-pound capacity), removable hatch section (60" × 60" minimum), and a 10-foot manually operated awning. Interior features must include fiberglass or aluminum non-hydroscopic composite flooring with two rows of heavy-duty airline-style I-tracks (6,000 lbs. each) plus two additional intermediate rows, aluminum diamond tread plate decking coated with Line-X or equivalent, steel wall studs and roof bows (16" on center maximum), insulation non-conducive to combustion or flame, two 20-pound ABC fire extinguishers, CO₂ and smoke detectors, jack, lug wrench, and wheel chocks. Electrical systems require LED lighting (12-24 VDC) with NATO 12-pin connector, six interior dual-color ceiling lights, two exterior dual-color front scene lights, and two exterior dual-color rear ramp lights, all switchable between white and red and operable from the tow vehicle or generator via a 120VAC to 12VDC converter. Paint must be Flat Lusterless Green #34094 (SAE AMS-STD-595a) with matte finish, applied in two-part epoxy or zinc-rich primer (minimum 4 mils) and polyurethane finish (minimum 4 mils) for a combined minimum 8-mil dry-film thickness. Undercoating must provide corrosion and stone damage protection to 1/16 to 1/8 inch thickness. All data plates must be metal, non-ferrous material with embossed information including nomenclature, manufacturer details, serial numbers, Navy registration number, NSN, weights, GVWR, engine information, and delivery date, with QR code access to digital manuals.

Delivery is required to two locations: one trailer to EODESU 1 (San Diego, CA) and one to EODESU Two (Virginia Beach, VA), with delivery hours Monday-Thursday 0800 AM to 1430 PM local time. The contractor must contact the NAVFAC EXWC point of contact (Brian Craig, 805-982-2319, brian.s.craig2.civ@us.navy.mil) no later than 30 days prior to delivery to confirm address and schedule. A Post Award Conference (PAC) must occur within 5 days of order receipt, and a Verification Design Review (VDR) within 60 days; no production may commence prior to the PAC/VDR conclusion. The supplier must submit preliminary drawings showing layout, exterior views, dimensions, estimated curb weight, and GVWR; documented quality assurance procedures; customer and warranty service access information; and a "Comply" or "Not Comply" statement for each specification line item. 1.0. SCOPE and BACKGROUND

Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) has a requirement to replace an aging fleet of trailers based on current mission and support requirements. NAVFAC EXWC has documented requirements to address shortcomings of the current fleet that at a minimum comply with Military (MIL), American Welding Society (AWS) and Society of American Engineer (SAE) standards for tactical and commercial trailers. Compliance with these government and non-government standards introduces commonality with other military, Department of Defense (DOD), and civilian trailers, allowing fleet and joint operations to utilize the capabilities to their fullest. The trailers will also support operational readiness and functionality in austere conditions.
