About this opportunity
The Department of the Air Force Global Strike Command is soliciting proposals for the demolition of Building 9329 at Dyess Air Force Base located in Abilene, Texas. The project involves complete demolition of a 417-square-foot building, including removal of concrete slabs, foundations, utilities, and associated components to three feet below grade. Proposals are due by November 25, 2024 at 10:00 AM CST, with an optional site visit scheduled for November 13, 2024. The government will evaluate proposals using a lowest-price technically acceptable methodology, with contractors required to submit a technical approach document, pricing breakdown, and progress schedule. Contractors must also coordinate site access, adhere to environmental and safety protocols, and complete the entire project within 180 calendar days of receiving the notice to proceed.
This solicitation is a 100% small business set-aside specifically reserved for 8(a) contractors, with the North American Industry Classification System (NAICS) code 238910 and a small business size standard of $19 million. The contract requires contractors to restore the demolition site by adding 4 inches of topsoil and seeding all disturbed areas, with no specific incumbent or prior contractor identified. While the pricing worksheet shows a total construction cost of $2.00, this appears to be a placeholder, and the actual budget will be determined through the competitive bidding process. Liquidated damages of $315 for the first day and $232.10 for each additional day will be applied for late completion. The place of performance is Dyess Air Force Base in Abilene, Texas, with contractors required to use the Tye Gate for base access and coordinate closely with the Contracting Officer throughout the project.
