About this opportunity
The Defense Logistics Agency Distribution is soliciting bids for the delivery of bulk liquid propane gas (LPG) to support heating and material handling equipment (forklifts) operations at its San Joaquin facility in Tracy, California. The contractor must provide all labor, equipment, materials, supervision, and transportation necessary to deliver LPG and maintain weekly tank top-offs at designated warehouse locations. Contractors will be evaluated based on pricing using the Butane Propane Newsletter weekly fuel pricing as a base, with a fixed margin applied to determine unit costs; the base price point for product cost determination is the Midstream Energy - San Joaquin refinery. The solicitation is open to all qualified vendors, with quotes due by 3:00 PM EDT on November 13, 2025. Prospective bidders must acknowledge receipt of all amendments, including Amendment 0002 issued on November 7, 2025, which updated the refinery pricing reference point.
This is a non-set-aside procurement using NAICS code 325120 (Industrial Gas Manufacturing) with a HUBZone price evaluation preference noted in the original solicitation documents. Suburban Propane currently holds the incumbent contract (SP330024P0037). The estimated annual quantity is 80,000 gallons of LPG for material handling equipment and 8,000 gallons for heating, with contractors compensated only for actual LPG delivered. The base contract period runs from December 1, 2025 through November 30, 2026, with four optional one-year renewal periods available through November 30, 2030. Delivery will occur at multiple tank locations across Warehouses and Buildings 6, 13, 18, 21, 56, 22, and 258 at the Tracy, California distribution facility, with all government-owned tanks to be maintained at full capacity on a weekly schedule.
