About this opportunity
The U.S. Army Corps of Engineers, Philadelphia District, is seeking a contractor to perform a fish relocation project at the Delaware City Dredge Material Placement Facility (DMPF). The primary objective is to capture and relocate native fish species from an 85-acre pond to a 28-acre Relocation Pond within the Chesapeake and Delaware Canal Conservation Area, located approximately 5 miles west. This project must be completed before the placement of dredged materials from the Delaware River navigation channel, which is tentatively scheduled to begin in March 2025. The contractor will need to assist in obtaining a Delaware Scientific Collection Permit/Fish Stocking Permit from the Delaware Department of Natural Resources and Environmental Control. Interested parties must submit their responses by February 28, 2025, at 2:00 PM EST, with submissions limited to 8 pages and including company information, business size, bonding capacity, capabilities, and past performance on up to three similar projects completed within the past five years.
The contract is classified under NAICS code 114119 (Other Marine Fishing) and PSC category F020 (Natural Resources/Conservation- Fisheries Resources Management), with no specific set-aside designations. The procurement is expected to be a firm-fixed-price contract with an estimated cost range between $10,000 and $40,000 and a 60-day period of performance. Vehicular access to the collection and relocation sites may be restricted, requiring advance coordination with the USACE for access needs and dates. Contractors will need to demonstrate technical capability in marine fishing and fish relocation, with a proven track record of successfully completing similar environmental conservation projects. The project involves precise logistical planning, coordination with federal and state environmental agencies, and careful handling of native fish species during the relocation process.
