About this opportunity

U.S. Customs and Border Protection's Del Rio Sector is seeking to establish a Blanket Purchase Agreement (BPA) for a full-service in-house auto parts supply concession to support their Fleet Vehicle Maintenance facilities. The contractor will be required to staff and operate an on-site parts program with a minimum of two personnel, maintain comprehensive inventory, process purchases using government credit cards, and provide internet-based parts service to remote stations including Carrizo Springs, Eagle Pass, Uvalde, and Comstock. The concession must operate on flexible schedules to accommodate maintenance workflow, deliver same-day parts if ordered before 10:00 AM, and provide both online ordering capabilities and technical advice to garage personnel. Proposals will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria across three factors: Program Management Plan, Product Coverage (requiring at least 95% availability of parts on the Master Item List), and Price. The original submission deadline was September 5, 2025, but has been revised to September 10, 2025, at 1:00 PM Central Standard Time, with questions having been due by September 2, 2025.

This opportunity is designated as a 100% small business set-aside under NAICS code 811198 with a size standard of $10 million. The total contract value is established at $10 million over the three-year performance period from September 30, 2025, to September 29, 2028, with all individual purchases required to remain under the micro-purchase threshold of $10,000. The BPA consists of three 12-month ordering periods and includes extensive pricing schedules for rapid-moving automotive parts ranging from various oil types and filters to batteries, belts, and other maintenance supplies, with maximum monthly quantities varying from 5 to 300 units per part. Performance will take place primarily at the Del Rio Sector Headquarters in Del Rio, Texas, with additional service requirements for the four remote Border Patrol stations. The contract includes comprehensive performance standards monitored through a Quality Assurance Surveillance Plan with monthly and annual assessments that could affect contract continuation based on performance ratings.
