About this file
This document is an Evaluation Criteria and Proposal Submission Requirements attachment for a Customs and Border Protection (CBP) solicitation. Vendors must submit a 10-page management plan, provide at least 95% of parts on the Master Item List, and offer pricing for parts based on maximum monthly quantities.
Key submission details include questions due by 0900 AM ET on September 2, 2025, and quotes due by 1000 AM ET on September 5, 2025, both to be electronically submitted to Carlos j Gonzalez Figueroa at Carlos.gonzalezfigeroa@cbp.dhs.gov. The submitted quote must include a program management plan and completed copies of attachments C and D. Award will be based on technical acceptability and total evaluated price, with proposals rated as either "Acceptable" or "Unacceptable" based on meeting minimum solicitation requirements.

EVALUATION CRITERIA AND PROPOSAL SUBMISSION
REQUIREMENTS
CBP will evaluate on the criteria below on a Lowest Price Technically acceptable basis
(LPTA).
Factor 1 – Program Management Plan (10-page limit):
The vendor's Management Plan shall state the overall approach and procedures for managing the effort, to include the elements below, per Section 4.7 in Performance mailto:Carlos.gonzalezfigeroa@cbp.dhs.gov mailto:Carlos.gonzalezfigeroa@cbp.dhs.gov
Work Statement (PWS).
• Subcontractor (if any) – Management and business relations.
• Communications – Internal and external.
• Staffing – Describe quantitatively and qualitatively, manpower requirements to support the capability. Identify any manpower constraints.
• Risk Management – identify the methodology for identifying operating address risk reporting, risk identification, risk quantification and classification, procedures for handling risk, and communication of risks to the Government.
• Training – Describe the criteria and plan for obtaining timely and effective training for the users, including the use of any training aids, devices, and curricula. Content shall include initial training, and currency training.
• Quality Assurance (QA) – Describes how QA and supporting monthly surveillance checklist shall align with QASP for all services. The Contractor shall perform their own monthly assessment of quality, schedule, business relations, and management.
• Metrics Reporting- Describe the approach to review operational and other information to contract and program performance. Provide an auditable process for certification and verification of data. This report system permits Government personnel to assess performance against the PWS and review other operational information as specified that measures efficiencies and operational effectiveness.
Factor 2 - Product Coverage:
Offerors must be able to provide a minimum of 95 percent of the parts on the Master Item List to be considered for award. Product coverage will be evaluated based on the Offeror’s stated compliance and the Offeror’s completion of the Master Item List and Pricing sheet. Unit Pricing provided on this sheet for each ordering period will serve as the unit pricing for the length of the BPA. Refer to attachment C regarding Factor 2.
Factor 3 - Price:
The proposed price for each item shall be plugged into the price schedule provided in the Rapid
Moving Parts Price Schedule. Pricing will be evaluated at the maximum quantity needed per month. The rapid moving parts make up the vast majority of purchases and the estimated annual totals for each ordering period will be used to evaluate the pricing. The proposed prices for each item in each ordering period set out in the Price Schedule (Attachment D) will be used to derive the total evaluated price for purposes of awarding this BPA. To do so, for each ordering period, CBP will multiply each part price by the maximum monthly quantity for that part. Those prices will then be added together to establish an overall ordering period price. CBP will then add the overall ordering period prices together for the total evaluated price. Refer to Attachment D regarding Factor 3
BASIS FOR AWARD
Proposals received will first be evaluated to determine if they meet or do not meet the requirements delineated in the Statement of Work (SOW). Of those proposals determined to be technically acceptable, the total evaluated price will be the determining factor in the selection of a proposal for award. If the contracting officer documents the file pursuant to 15.304(c)(3)(iii), past performance need not be an evaluation factor in lowest price technically acceptable source selections.
Ratings with definitions:
ACCEPTABLE:
The proposal meets all the minimum requirements in the solicitation identified as factors. Only those proposals determined acceptable, either initially or as a result of communications, will be considered for the award. Once deemed acceptable, all technical capability proposals are considered to be equal.
UNACCEPTABLE:
Fails to meet one or more of the minimum requirements identified as factors. Proposals with any unacceptable rating will not be considered for the award.
