About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is soliciting proposals for Defense Language Institute-Washington (DLI-W) Foreign Language Support Services under solicitation W911S025RDL1W. The procurement seeks three separate Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) Time and Materials contracts to provide comprehensive foreign language training and support services for the Defense Language Institute Foreign Language Center, covering three distinct language groups spanning approximately 40 languages from Afrikaans to Vietnamese. Contractors must provide foreign language instruction, curriculum development, mobile training teams, and associated support services for military personnel, predominantly non-commissioned and commissioned officers, with courses ranging from 10-week familiarization programs to 26-64 week basic courses. The government will evaluate proposals using a best value approach based on mission capability (serving as gate criteria), instructional personnel qualifications, past performance, small business participation, and pricing. The original proposal submission deadline was extended from July 1, 2025, to July 7, 2025, at 10:00 AM EST.
Language Group 2 is designated as a 100% small business set-aside, while Groups 1 and 3 require small business subcontracting plans with a minimum 30% small business participation requirement. The maximum ordering amount across all three contracts is $122.9 million over the five-year contract period from September 1, 2025, to August 30, 2030, with a minimum guaranteed purchase of $1,000 per contract. The contractor will support approximately 200-400 resident students at any given time in the National Capital Region, with an annual student load of 400-500 students, and must be prepared to deploy Mobile Training Teams to various U.S. government facilities and potentially overseas locations. The government anticipates awarding approximately 275-300 task orders annually across all language groups, with the primary place of performance in Arlington, Virginia. The contract structure allows for fixed price, labor hour, and cost-type contract line items to accommodate the diverse training requirements and operational flexibility needed for this comprehensive language training program.
