2) As an indicator of the breadth and depth of the offeror's capabilities, this portion of the submission should be as complete as possible, rather than a sampling of available personnel. The number and ability to address the mix of languages stated in PWS para 5.1.3 and for which the offeror indicates capability to provide training will be a factor in the award.

b) A detailed description of recruiting, training, and retention strategies and practices to include procedures for ongoing instructor performance evaluation.

SBPCD.

b. The extent of commitment to use such firms (and enforceable commitments will be considered more favorably than non-enforceable ones).

c. Identification of the complexity and variety of the work small firms are to perform.

d. The extent of participation of small business prime Offerors and small business subcontractors in terms of the percentage of the Total Contract Value (TCV). The Minimum Quantitative Requirement (MQR) for Small Business Participation is 30%.

TCV, for the purpose of this solicitation, is defined as the proposed price of all Time and Materials (TM) CLINs; plus the proposed price/cost total of Ordering Year 5 multiplied by 0.5 for the purpose of evaluating FAR 52.217-8, Option to Extend Services.

Summary of their proposed small business participation including percentage and associated total contract dollars for each of the five ordering periods.

3. The SBPCD applies to both small and other than small businesses and will be incorporated and conformed into any resultant contract. The following shall be submitted as evidence of small business participation:

In that case, the Offeror's own participation as a SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB will also be considered small business participation to the extent it is qualified under NAICS 611630 for the purpose of this evaluation.
