Solicitation Announcement.
The U.S. Marine Corps (USMC) has a requirement for non-personal services to provide contractor support to meet mission critical requirements for the Defeat the Device (DtD) Counter-Improvised Explosive Device (C-IED) Training Program. Technical support is needed to provide the Marine Corps with flexible, responsive and standardized C-IED training in order to prepare units for operations in an IED environment. The source of this requirement is the Marine Corps Engineer School in support of the C-IED Branch, TECOM G-3/5/7 and is currently being satisfied by CACI, Inc. under Task Order Request (TOR) GSQ0016AJ0029, Federal Systems Integration and Management Center (FEDSIM) Project Number 15039DEM.


This action will be a full and open, 100% small business set a side, competitive, negotiated award using FAR Part 15 procedures. The resulting contract is expected to be a single-award, Firm Fixed Price contract with Cost Reimbursable Contract Line Item Numbers (CLINs) for travel and Other Direct Costs (ODCs) awarded under the North American Industry Classification System (NAICS) code 611699, All Other Miscellaneous Schools and Instruction. The small business size standard is $11,000,000.


The contract will be a performance-based, services acquisition based on clear requirements with required outcomes that are realistic, identifiable, and measurable and are properly planned and administered to achieve intended results. The period of performance is expected to have a base year and three option years. As a competitive, negotiated award, the source selection will be based on bestvalue with tradeoffs.


All terms and conditions will be identified in the solicitation. Potential Offeror's are responsible for downloading their copy of the solicitation and amendments, if any. In order to be eligible for award of a Government contract, interested parties must be registered in the System for Award Management (SAM). The website for SAM is www.SAM.gov.
