About this opportunity
The Defense Commissary Agency intends to solicit Architect-Engineer (A-E) services for a Multiple Award Task Order Contract (MATOC) and is conducting market research via sources sought notice, with capability packages due September 3, 2026. This is a non-binding sources sought notice only; no solicitation is currently available, and DeCA does not commit to award a contract or issue a future solicitation based on responses.
DeCA anticipates awarding up to five indefinite delivery/indefinite quantity (IDIQ) A-E contracts for a five-year period (one-year base plus four optional one-year periods), with each contract carrying a maximum order limitation of $45.5 million. The scope includes Title I and Title II design services for commissaries, central distribution centers, refrigeration facilities, warehouses, cold storage, food processing facilities, administrative buildings, and data centers at Department of Defense sites worldwide. Performance locations span the continental United States (including designated commissary zones from East, Central, and West areas), Alaska, Hawaii, Puerto Rico, Guam, and overseas locations in Europe, the Middle East, and the Far East across 130+ facilities.
Firms must possess extensive, demonstrable experience designing DeCA commissary facilities, central distribution centers, or commercial supermarkets; specialized expertise in supermarket design and industrial refrigeration is an acceptable substitute. Services encompass Type A (preliminary design, site analysis, cost estimation, regulatory compliance), Type B (detailed plans and specifications), and Type C (construction oversight). Deliverables follow 10%, 30%, 60%, 90%, and 100% design completion phases with cost estimate accuracy requirements of 25% to 5% respectively. Compliance obligations include UFC criteria, energy performance 30% below ASHRAE 90.1, NFPA 101, ABAAS accessibility standards, and Building Information Modeling at LOD 300. NAICS 541330 (Engineering Services) applies with 47 million dollar size standard. Small business participation is encouraged with potential set-aside consideration if sufficient demonstrated capability exists among small firms meeting the 50% effort threshold under FAR 52.219-14. Responses are strictly voluntary and do not guarantee participation in future solicitations.
