About this file
This is a Sources Sought Notice (SSN) and Contractor Capability Survey for DeCA A-E Services MATOC, revised as of 21 August 2026. The survey seeks to identify qualified architecture and engineering (A-E) firms capable of providing comprehensive design and engineering services for Defense Commissary Agency (DeCA) facilities, including commissary facilities, central distribution centers, and commercial supermarkets. The scope of work ranges from $30,000 to $7 million per task. Specialized expertise in supermarket design and industrial refrigeration is highly valued as an acceptable substitute for direct DeCA commissary experience. The primary NAICS code is 541330 (Engineering Services) with a size standard of $47 million, though DeCA will consider alternative NAICS codes with appropriate rationale.
The survey requires respondents to provide comprehensive business information including company registration status in SAM.gov, CAGE code, UEID, points of contact, and socioeconomic status certifications (small business, women-owned, HUB Zone, service-disabled veteran-owned, 8(a), etc.). Respondents must detail capabilities across multiple engineering disciplines: refrigeration engineering, mechanical engineering and plumbing, electrical engineering, civil and structural engineering, fire protection engineering, and architecture. The survey specifically addresses small business set-aside considerations under FAR 52.219-14, requiring small business prime contractors to perform at least 50% of the effort. Firms must disclose anticipated subcontracting percentages, teaming arrangements, prior USG contract experience, quality certifications (ISO 9001:2015 or equivalent), use of foreign nationals, and whether similar requirements are offered to both government and commercial customers with comparative pricing and terms.
