About this opportunity

The Drug Enforcement Administration is seeking a contractor to provide the Emergency Support Function #13 Disaster Readiness Course, a specialized four-day training program designed to prepare DEA Special Agents for deployment as Law Enforcement Strike Teams during natural or man-made disasters. The training will prepare 30 students, divided into two groups of 15, to execute force-protection duties and maintain self-sufficiency for up to 72 hours during emergency responses in support of state and local authorities. Contractors must provide a comprehensive training facility within 150 miles of the DEA Training Academy in Quantico, Virginia, featuring specialized infrastructure including unimproved roads courses, helicopter landing zones, live-fire shoot houses, tactical training spaces, river crossing areas, and chainsaw operation training facilities. The solicitation will be awarded using a Lowest Price Technically Acceptable methodology, evaluating technical capabilities, instructor qualifications, past performance, and pricing. The original RFQ due date of August 22, 2025, may be extended per Amendment 0001, with mandatory site visits required by August 8, 2025.

This procurement does not utilize any set-aside designations and will be structured as a Blanket Purchase Agreement with a base period and four one-year option periods. No current incumbents or specific contractors are identified in the solicitation materials, and no award values or budget ranges are disclosed in the available documentation. The training facility must be located within 150 miles of Quantico, Virginia, with the place of performance specified as West Springfield, Virginia. Contractors have flexibility in sourcing specialized equipment such as vehicles, chainsaws, and swift water boats from third-party vendors, provided they demonstrate equipment availability and obtain government pre-approval for external suppliers. All contractor personnel must meet strict security requirements as U.S. citizens with comprehensive background investigations, and the government has shown some flexibility regarding live-fire requirements, allowing tactical training with simulated ammunition in appropriately rated facilities.
